Job Description

This position leads the Project Procurement And Logistics team in China to support project bid development and to execute project procurement for GEO and GO organizations in China according to established Corporate Purchasing Policies and Practices.

The incumbent is based in Shanghai and is responsible, in conjunction with the E&M Sourcing team, for developing the procurement strategy of a project to ensure on time delivery of equipment, and timely execution of engineering, construction and other project related services to meet project schedule at agreed purchased costs. The position is the primary contact between the GEO and GO cross functional teams and the E&M Regional Sourcing Team.

The incumbent is also responsible for developing the procurement strategy, in conjunction with the E&M Sourcing team, for projects when the source of supply has not been pre-determined through the global/regional Sourcing teams. These procurement activities encompass commodities and services in support of capital projects, as well as capital equipment for operating plants, customer stations and fleet.

In addition, the incumbent is responsible for implementing procurement programs that drive procurement cost efficiency and actively participates in global and regional best-practice sharing within this area of expertise.

The position requires detailed knowledge of the sourcing/procurement function combined with broad work process knowledge around requisitioning, procurement, receiving and disbursements. The position interfaces regularly with the management of several other organizations inside and outside of Energy and Materials. Within Energy and Materials there is significant interface with the Global/Regional Sourcing teams, Global Materials Management and Distribution/Logistics teams. Outside of Energy and Materials the incumbent has interface with Global Operations/Global Support Systems, Global Engineering and business-resident Supply Chain Management teams.

Principal Accountabilities

The principal accountabilities of this position are:

1. To develop and implement procurement strategies for GEO and GO projects.
2. To lead the project procurement team in devising and executing the optimum procurement options for capital equipment, engineering, construction and other project related required services.
3. To assess the procurement requirements of a GEO or GO project and, in conjunction with E&M Sourcing, decide whether procurement should be undertaken by the local project buyers or escalated to the Regional Sourcing Team according to established work processes.
4. To balance workload across buyers to ensure on time delivery of equipment, and timely execution of engineering, construction and other project related services to meet project schedule and agreed equipment and services cost.
5. To lead resolution of commercial items that arise after the purchase commitment has been made.
6. To drive sourcing strategy effort for those commodities in Category 2 within Tier 1 Commodities according to established work processes.
7. To obtain budgetary quotes from approved vendors/contractors, providing procurement support to GEO and GO in bidding of projects.
8. To support development of sourcing strategies of the Sourcing Teams to incorporate the existing supply base and ensure that strategies can be executed efficiently.
9. To ensure compliance monitoring and proper execution of global/regional supply agreements and sourcing strategies.
10. To provide country specific vendors and materials market information to Regional Sourcing Team in a periodic basis.
11. To provide logistics support including new entity registration, duty exemption policy application, customs clearance, transportation/forwarding, import/export management, and third party warehouse services.
12. To obtain necessary permits and licenses for purchased equipment.
13. To ensure that all procurement activities comply with established Purchasing Policies, Procedures, Processes and Practices as applicable.
14. To drive implementation and use of global tools and KPIs, and to develop, as necessary, appropriate local KPIs to measure buyers and organization performance.
15. To drive the implementation and compliance monitoring of work processes within the area of responsibility for requisitioning, purchasing, receiving, and disbursements.

17. To deliver China procurement reporting for MPO organization.
18. To recruit, train, and develop the project procurement team.

Job Requirements:

• At least 10 years experience in project procurement and logistics (import/export, shipping/transportation)
• Experience in managing individual contributors with multiple competing priorities
• Strong market knowledge in the area of his responsibilities
• University degree in engineering or technical field
• Excellent communication and presentation skills with all major stakeholders
• Excellent organization and analytical skills
• Experience working with international companies (Americas, Europe) preferred
• Experience in chemical process industries preferred
