Job Position (Workday Title) : Staff Import/Export Analyst-China

Local Title : Staff Import/Export Analyst-China

Basic Function and Scope of the Position:

Execute Illumina’s import and export operational processes and procedures to support trade compliance and supply chain security in China.

Tasks and Responsibilities:

  • Identify areas for import/export process improvement and work with Sr. Manager to create training and presentations
  • Act as Subject Matter Expert for Chinese Customs and other regulatory agencies on import and export regulations and documentation
  • Work with local governmental agencies to resolve import and export holds such as customs valuation, HS code challenge, etc.
  • Proactively identify potential import and export problems and work for corrective actions
  • Provide guidance to the business for successful imports and exports
  • Classify Illumina products for export control purposes and populate database to store details
  • Work with Logistics, Customer Service and Field Service departments to identify potential cost savings in import/export processes
  • Identify and report to Sr. Manager any potential violations of trade compliance regulations and work for resolution
  • Support internal, external, and government-directed trade compliance audits and assessments
  • Assist with preparation of binding tariff agreements and ruling requests
  • Assist with the drive, development, and implementation of policies and procedures concerning US, Chinese and international trade laws and principals
  • Support supply chain security objectives to attain certification and validation of global initiatives as needed
  • Provide oversight for 3rd party service providers to assure trade compliance – Customs Brokers, Forwarders and I/E Agents
  • Interpret INCOTERMS and provide advice to the business
  • Manage and monitor the performance of 3rd party service provider to meet KPI target
  • Lead or participate in logistics and trade compliance relevant projects
  • Data analysis and reporting for business and trade compliance management purpose
  • Develop local manuals, SOPs and work instructions to comply with trade requirements
  • Other duties as assigned

Preferred Educational Background:


Bachelor’s degree (or equivalent) in business or related field

Preferred Experiential Background:

  • 5 – 8 years import / export experience with focus on trade compliance and logistics
  • Experience working for a Customs Broker, Forwarding Agent or I/E company a plus
  • Experience working in a FDA regulated environment and strong working knowledge of import requirements for diagnostic products
  • Self- starter with ability to prioritize multiple tasks and maintain flexibility in fast paced highly regulated environment
  • Ability to work successfully alone and within project teams
  • Experience with internal and external customs audit processes preferred
  • Strong working knowledge of US Export Administration Regulations (EAR)
  • Ability to communicate effectively to diverse groups involved in the import/export process: finance, logistics, marketing, sales, contracts, legal
  • Excellent understanding of INCOTERMS and ability to apply to day to day activities
  • Prior experience with implementing trade compliance security programs
  • Very good at data analysis by using various analytical tools
  • Strong Microsoft excel skills and an ability to understand and draw conclusions from data; ability to summarize results clearly to a variety of consumers. Tableau experience a plus
  • 2+ years SAP GTS or SAP ECC experience required
  • Strong working knowledge of import and export process and regulation in free trade zone
  • Ability to communicate clearly and concisely, (oral and written) in both English and Mandarin
