Establishes a long term vision and develops/ drives strategic plans for their organization that comprehensively address trends, issues, and the needs of all stakeholders. Develops strategic plans for the site/regional PA organization incorporating its core programs of media / press relations, government affairs, community relations and external education programs. Drives proactive plans to manage complex public relations issues by identifying emerging issues that potentially have impact on Intel's brand and reputation. Represents PA organization before key internal and external partners and audiences. In order to deliver on PA mission, builds a comprehensive network of internal and external contacts and decision-makers and maintains strategic and collaborative relationships with diverse, global groups.

As a member of Intel Fab68 Public Affairs (PA) team, this person will be responsible for driving government affairs strategies and programs to ensure license to operate, enhance Intel’s influence and promote a positive environment for Intel’s business operations and development. This person will cover Fab68 from government affairs’ perspective.

• Based on Intel China strategies, NSG as well as Fab68 sites’ business needs, develop and execute plans and programs that comprehensively address the business issues, the regulatory challenges and opportunities, and the internal and external stakeholders’ needs.
• Build, maintain and enhance the relationship and cooperation with local government at various levels and its functional agencies, facilitate Intel management’s engagement with them and communicate effectively on Intel’s business plans, joint development initiatives as well as issues and support needed from them.
• Keep Intel management abreast of policy changes, local government strategic development and priority agenda, etc. that may present challenges and opportunities to Intel; support site operations and business development by addressing the issues and influencing the outcome.
• Represent Fab68 before external audiences including government at various levels and ensure good communication and mutual understanding of Fab68 PA objectives and Intel NSG business needs.
• Together with other Intel BUs, such as CSR, PR, GA team, to enhance public image and reputation of Fab68 in local community and local business circle.

Qualifications

• Master’s degree is requested, MBA is preferable.
• 10+ years of hands-on experience in the areas of government and/or public relations
• In-depth knowledge and understanding of Chinese government organizations and working philosophies as well as how the system works to influence outcome in local business environment.
• Strong policy analytical skills, great interpersonal skills, team-work spirit, and proactive work attitude; innovative-oriented methodology, outstanding advocacy and negotiation skill, self-motivated and self-disciplined.
• Capacity to drive complex policy/issue related projects involving multiple internal and external stakeholders under dynamic situation;
• Ability to build relationships, to work effectively the government at all levels and to interact confidently and effectively with internal and external stakeholders
• Demonstrated ability to work effectively on a variety of projects concurrently, especially in a demanding environment and under tight deadlines
• Mature, creative and sensitive profession with high energy and enthusiasm
• An outstanding team player to efficiently work with multiple internal teams
• Strong written and oral communication skills; fluency in written and conversational English and Mandarin. Especially professional skill in writing official letters and documents in Mandarin.
