Position Summary

The Manager – Government Relations will focus on supporting Visa’s China GR strategy by constructively engaging with the People’s Republic of China national government as well as provincial, municipal, and sub-regional governments.

Based in Beijing, the Manager will report to the Vice President, Head of Greater China Government Relations. In this regard, s/he will focus intensively on building up Visa’s relationships with government and stakeholders in the areas of cybersecurity, market access, fintech, and digital innovation. Strong and growing knowledge of Visa’s business will allow s/he to make meaningful contributions to Visa’s China domestic market entry initiative, including plans for expanded R&D and related operations in Beijing, and other strategic initiatives such as the Beijing 2022 Olympics. All of the above will require the Manager to frequently and effectively communicate and coordinate with Greater China country management as well as Visa regional and global executives.

To succeed in this role, the Manager must be able to work collaboratively across various business functions with colleagues, as well as with numerous external partners. S/he must have strategic vision, sound judgment, and excellent organizational skills, and be equally comfortable working independently.

Key responsibilities include but are not limited to:

Responsibilities
  • Assist VP, Government Relations, Greater China, in the development and implementation of China GR strategy to achieve agreed business objectives
  • Assist in communicating with lawmakers that supports business objectives and enhances Visa's reputation
  • Promote governments’ and regulators’ understanding of Visa’s role and value resulting in a minimization of regulatory barriers to industry expansion
  • Monitor the regulatory and legislative landscape for threats and opportunities to Visa's business in China and communicate this intelligence to locally-based and functional colleagues and global leadership
  • Identify legislative, regulatory, and political threats to, or opportunities for, the local franchise
  • Be acutely aware of potential global implications of local issues and coordinate their management with global colleagues
  • Monitor global events and regulatory/legislative developments in other key markets to identify possible impacts on the local political landscape
  • Assist in the management of Visa's relationships with Chinese policy officials ensuring education of these officials about the value of Visa
  • Coordinate regular direct contact with appropriate level of policy officials and staff
  • Assist in the development and delivery of informative and engaging local communications about the value of Visa fully aligned with business priorities and global messaging
  • Assist to establish and maintain appropriate contact with counterparts at other industry participants.
  • Assist in the planning and managing workshops, training, conference and symposiums that target government stakeholders, think tanks and key opinion leaders.
  • Implementing the above events, including but not limited planning, logistics arrangement, and on-site coordination.
  • Coordinate with external event organizers/vendors and internal stakeholders.
  • Assist in content development for the event
  • Assist in desk top research related to GR work, such as data collection.
  • Provide administrative support, such as sourcing and compliance handling.

Qualifications

Qualifications

  • Minimum 3 years in relevant corporate position, regulatory or government agency and/or consultancy serving equivalent clients:
o Some knowledge of the electronic payments industry (preferred, but not essential).
o Financial services and/or technology industry experience, or strong experience in managing government and regulatory issues in another highly regulated business environment.
  • First degree minimum.
  • General political and government policy acumen:
o Good network of contacts in Government, with a focus on financial regulators
o Good knowledge of the local political environment
o Willingness to actively network with government, regulatory and bureaucratic contacts.
  • Confident and authoritative manner in all communication channels:
o Fluent English (essential)
o Fluent Mandarin (mandatory)
o Excellent written communication ability in English.
o Superior inter-personal and presentational skills.
o Strong digital research and communications skills.
  • Ability to act independently but also within a team environment
