S&P Global is recruiting a Senior Manager of Government Affairs for China. This position will act as a partner to S&P Global and its business divisions in China, collaborating with business team leaders and focusing on government affairs, public policy and regulatory issues in mainland China, with a particular focus on the area of Data, Tech, Cyberspace policy, etc.

Reports to the Head of Government Affairs for Asia Pacific; and the Head of Government Affairs of China.

Responsibilities

Serve as Senior Manager on the Global Government Affairs and Public Policy team at S&P Global, supporting coverage of issues and opportunities across the corporate level as well as S&P Global business divisions in China.

Requirements:

  • The Senior Manager will work closely with government affairs colleagues and other corporate functions to support the business divisions and other relevant internal stakeholders to implement action plans.
  • Identify and advise changes, opportunities and trends in regulation, law and policy relevant to S&P Global’s priorities and strategic initiatives.
  • Assist and proactively manage relationships with government and other relevant stakeholders - serving as an interface between S&P Global and governmental authorities in China on policy and matters of significance to the company.
  • External outreach - represent S&P Global to promote regulatory, policy and key business objectives.
  • Communicate internally with government affairs leadership and business stakeholders to keep them apprised of relevant regulatory, government and market news in China.

Key Mandates:

Government Affairs:

  • Help develop and maintain relationships with government officials, industry and other third party organizations to support S&P Global’s public policy objectives; plan and implement policy strategies to promote S&P Global brand-building and business priorities;
  • Monitor, interpret and influence the policy environment; political, regulatory, and economic trends and conditions that may impact S&P Global’s businesses and communicate this information to locally based business leaders and functional colleagues;
  • Help drive development and positioning of S&P Global’s senior management outreach in China with relevant policymakers, ensuring external relations are anticipatory, ongoing and aligned.

CANDIDATE PROFILE

  • A minimum of 5-10 years relevant experience in business, public policy and government affairs.
  • A proven understanding of how Government Affairs positively influences business growth.
  • An appreciation of technology, its applications and uses, and an understanding of trends that shape policies and regulations in China’s technology and financial services environment.
  • Experience working on issues involving information communication and emerging technologies including international standards, regulations and multilateral approaches.
  • A combination of public and private sector work experience would be preferable.
  • Background in technology regulatory affairs issues is required. Understanding of the financial services industry is desirable.
  • Experience and relationships with government officials are required.
  • A strong communicator that can connect well with internal and external stakeholders.
  • Fluency (written and spoken) in English and Mandarin is essential, strong communication and presentation skills in both languages essential;
  • Experience in cross-functional teams to improve organizational performance in complex, dynamic business environments would be a plus.

  • Fluent (written and spoken) in Mandarin and English.

  • An understanding of how to build and leverage a network in Beijing and key provinces; has knowledge of the Chinese political decision-making system in order to assess, navigate and advise the company in China;
  • Quickly and clearly, grasp the key economic, social, and political levers in China and contextualizes to help new business opportunities while positioning company as an industry leader.

  • Can influence through both trust and logic, backed by analysis and data;
  • Communicates effectively; provides clarity and alignment and proactively collaborates with business leaders to define and implement a systematic approach for Governmental Relations in China;
