Job Description
  • Prepare, manage and implement:
Logistics strategy and Preliminary logistics plan during the pre-execution phase of the project
Project related logistics work processes, plans, strategies, budgets, material & equipment list, procedures, systems, performance metrics, competency criteria and their application to the project, including their eventual changes or adjustments
Project Cargo List and Logistics budget and their changes or adjustments
Project related logistics bidding documents before including logistics bid evaluation and award recommendation
Logistics suppliers evaluation of the performed work
Project Logistics effort hours calculation and distribution
Project Logistics Snapshots, Metrics and Savings Reports
  • Actively interact with other project disciplines and verify and secure that all project documents, plans, strategies, practices, procedures and work processes reflect the global logistics practices, plans, procedures, work processes, reports, evaluation criteria, metrics and strategies in the form approved by Global Logistics Directors
  • Secure flawless execution of project logistics tasks
  • Procure freight directly from carriers/forwarders when required
  • Support Global leads for shipments being exported from China and imported into China
  • Supervise fabricators’ Processing Trade documentation and implementation
  • Verify and secure that:
Work is executed in compliance with approved procedures, practices, budgets, plans and strategies
Logistics services providers service quality is on required level
There is efficient and flawless communication among all stakeholders on project internally, with the whole Fluor logistics organization as well as with logistics services providers
All reporting as per approved practices and work processes is done efficiently and timely
Any deviations from the original plan and/or approved budget are properly documented, communicated internally and approved where applicable
  • Secures Global Logistics Support Functions as well as Office Logistics Leads controlling the territories of material origins and destinations involvement is properly incorporated in the Project Logistics Plan, Project Logistics Strategy and Logistics Execution and properly exercised during the project execution
  • Other duties as assigned

Basic Job Requirements

  • Extensive hand-on experience with project logistics
  • Personal experience and proven track record with:
Direct organizing of container transport including break bulk on container vessels with container carriers without any intermediary
Booking and/or operating break bulk and heavy lift vessels and knowledge of related conditions
Organizing China inland waterways, rail and road transport for standard as well as oversize cargo
China ship agents activities
Customs clearance including Processing Trade and duty exempted projects
Logistics services pricing and project logistics budgets development
Logistics costs optimization, previous P&L responsibility within logistics organization is advantage
Proven negotiation skills on high level
Fabrication yards logistics
  • Minimum 7 years of uninterrupted experience for carrier, project forwarder or project involved customs broker on supervisor or higher position
  • Knowledge of Chinese logistics and customs clearance (including Processing Trade) related legislation and ability to implement it into project logistics strategy, plan and execution
  • Fluent English and Mandarin both spoken and written
  • Highest ethical standards
  • Willingness to travel and/or accept short as well as long term job assignments in locations as per company requirements
  • Result oriented attitude and experience with lump sum environment
  • Readiness to accept and identify himself/herself with, implement and promote company core values

Preferred Qualifications

  • High School Diploma or equivalent appropriate General Certificates of Secondary Education or global equivalent, however four (4) year accredited degree or global equivalent preferred
  • Ability to communicate fluently in English (read, write, and speak)
  • Working toward applicable professional certification(s) or license(s)
  • Experience should be primarily in the area of material management
  • Good interpersonal and communication skills
  • Good computer and software skills to include the use of word processing, e-mail, spreadsheets, and electronic presentation programs
  • Decision making skills
