POSITION GOALS

Primary responsibility is to oversee the efficient operations and maintenance of all building systems, including the day-to-day training of the operations staff. The Technical Officer is also responsible for the supervision of the entire site operations team. He will be responsible and report to the Facilities Manager on any and all conditions affecting building maintenance services. The specific areas of responsibility include and are not limited to maintenance services, staff supervision and development, purchasing and technical proficiency. Assumes the responsibilities of the Facilities Manager in his/her absence.

DUTIES & RESPONSIBILITIES

  • Manage the performance of on-site technicians;
  • Monitor and maintain the M&E systems of lear building including Generator sets, BMS, fire suppression system, CRAC, chiller plant, UPS,HVAC, electricity and elevator etc.
  • Liaise with Landlord on the building M&E provisions to the client;
  • Provide technical advice/recommendations and take lead to resolve technical issues;
  • Monitoring vendors performance, including planned preventive maintenance for the site;
  • Managed all outsourced service contracts, including inspections and quality management of service delivery;
  • Ensure compliance with all of clients’ policies and procedures;
  • Ensure compliance with all local governmental regulations and legislations;
  • Ensure client satisfaction by providing seamless interface into client’s representatives.
  • Ensure the effective completion of all incidental reports;
  • Engage in the compilation and delivery the appropriate monthly/quarterly/annual reporting to client.
  • Administer the facility butler program for PPM.
  • Familiar with small project or MAC management
  • Familiar with project handover, new building hand over and defect finding and problem solving
  • Understanding FM EHS requirement, and strictly f follow JLL and Lear EHS requirement.
  • M&E, EHS related documentation management
  • Meet all legal compliance requirement

  • High level of communications within the organization and with the client.
  • Continuous improvement in the following
    • Staff satisfaction and morale;
    • Client satisfaction;
    • Improvement and savings initiatives for the client as well as JLL
  • Identification of business opportunities for JLL with the client.
  • Ensure the KPI targets for the account are met
  • Ensure your team and yourself meet all compliance and EHS requirement

GENERAL REQUIREMENTS

  • Have experience manage whole building or campus M&E operation
  • A university degree or professional qualification in engineering management;
  • Over 6-10 years’ experience in managing facilities;
  • Strong interpersonal skills;
  • Good command of spoken and written English and Chinese languages;
  • Excellent troubleshooting knowledge and experience.
