Work with global team, factory, legal, and program management team on design/construction scheduling requirements: source, secure proposals, negotiated pre-requisite or upfront terms and conditions, analyze proposals and contractual requirement, and then recommend the right supplier for selection to the project committee team for approval.

Review Procurement Scope of Work & Project Deliverable Criteria for each design/construction/equipment purchase; negotiate final contractual price and T&Cs to ensure a balanced protective terms and conditions with minimum risks to form the contract for each project.

Track each facility capital projects to ensure design/construction progress schedule are met.

Regularly contact existing and new suppliers, to know their companies strengths and weaknesses in their local regions, and recommend to management on any new facility technologies provider. S/he will be required to attend facility-related exhibitions to keep tap on design & construction services market trend, track ON’s competitors’ activity, support market intelligence and benchmarking data so required by the supervisor.

Compile and regularly update sites’ ramp up activity and construction progress: by suppliers, by construction type, by equipment brand/type, by product. Work with global facility to understand existing supplier performance and support global facility purchasing & operation to improve supplier delivery lead-time and major corrective actions.

Negotiate facility design services agreements/master construction agreements/equipment purchasing agreements.

Active participation and help to drive Facility Equipment Supply Base Strategy.

Successful candidate must have adequate work experience in Semiconductor Industry preferably in Facility Operations, with knowledge of facility operating/purchasing processes.

Bachelors of Science (in an Engineering or Business discipline – Electrical, Mechanical, Chemical or equivalent preferred).

Minimum of 3 years’ related experience in Facility Sourcing Manager role.

Proven specific experience with Facility purchasing improvement of manufacturing equipment.

Strong computer user particularly, in Excel, Power-point, and Oracle Business Suites.

Ability to communicate effectively in English (both verbal and in writing). Multi-lingual ability will be a strong advance.

The person must be a self-starter with proactive initiatives, focus and determine, and a team-player that is able to support business directions. S/he must be results driven.

Take leadership in supplier management and able to perform hard negotiation but be fair and ethical with suppliers.

Require to comply with proper business conduct with suppliers at all the time. Confidential is critical.
