Job Description
Controls general HR procedures and practices. Prepares HR-related budgets, forecasts and strategic planning schedules. Manages and trains a team of HR staff.
Responsibilities include developing and implementing human resources strategy in support of the business strategy and objectives; providing focused and effective recruiting activities to support employee selection, placement, and orientation; fostering an environment of teamwork, empowerment and of continued growth and development across all functions; acting as an business partner to management team; maintaining positive employee relations; promoting a safe and professional work environment; and providing for the implementation, administration, and timely and consistent interpretation of company policies, services and programs to increase employee effectiveness and to ensure fair and equitable treatment of all employees.

Key Accountabilities:

  • Plan, organize, and control activities of the HR department, develop department goals and objectives. Manage customer feedback to ensure that expectations of the HR function are met and initiate actions when required
  • Promote, support and participate in continuous improvement as an integral part of the HR function, recommending new approaches, programs, policies, and procedures to improve the efficiency of the department and services provided
  • Provide coaching, counseling and policy guidance to management and employees; handle issues timely, consistently, and effectively to reach resolution and promote positive employee relations; and ensure adherence to company policies to ensure fair and equitable treatment of all employees
  • Develop, implement and maintain departmental budget, including long-range financial plan that complements the business strategy and goals of the organization. Manage the salaried and hourly headcount budget.
  • Lead an effective recruitment and selection process that will identify qualified talent, support work force diversity efforts, and meet local staffing needs. Oversee related international assignment and relocation activities in conformance with company guidelines
  • Develop, implement, and administer a comprehensive compensation/rewards and benefits strategy to attract and retain talent
  • Identify training needs that attract, retain and develop talent
  • Develop employee and management performance programs; identify high potential employees and formulate a succession plan for key positions
  • Develop, implement and maintain internal BorgWarner systems that support the Product Leadership strategy, such as Talent for Tomorrow Selection System and Talent Management System
  • Develops and implements internal protocols and procedures regarding issues of personnel disputes and grievances, staff misconduct, and policy infractions.
  • Ensure compliance with the appropriate corporate and statutory requirements. Direct the plant security and the health, safety, environmental and wellness strategy to improve employee well being and to reduce employees' health, medical and worker's compensation costs.
  • Effectively administer the HRIS including all employment data, payroll systems and benefit plan administration.
  • Effectively implement corporate Organization Review process.
  • Promote and support work force diversity
  • Collaborate with China HR Council and BU HR Council, to keep consistency with country and BU policies and guidelines, while keeping the best local practices.
  • Plan special events and represent the Company at community events and activities.
  • Expat service and management.

Qualifications & Requirements:

  • Bachelor’s degree in Human Resources or related field required; Master’s level education preferred; professional certifications a plus.
  • 12+years of progressively responsible Human Resources generalist experience required, including 5+ years of managerial experience. Experience in a global manufacturing environment preferred. Automobile Industry experience also preferred.
  • Excellent verbal and written English.
  • Proven and demonstrated knowledge of HR principles, practices, and accomplishments required, including strong working knowledge of federal and state employment laws and regulations
  • Professional interpersonal skills, verbal/written communication skills and presentation skills required
  • Must be detail-oriented, have highly developed organizational skills including the ability to prioritize, handle multiple projects simultaneously, and meet deadlines
  • Ability to establish credibility at all levels of the organization through confident communications and actions based on integrity
  • Proficiency in Microsoft Office applications required; experience with HRIS applications/systems strongly preferred.
  • Willing to relocate within China or internationally in the future based on growth opportunities preferred.
  • Knowledge with TS16949 and safety system
