Job Description

Purpose of the position:


Management and oversight of Facilities Management (FM) services (Hard and Soft Services) including Site Security responsibility for three locations of Beijing, Shanghai and Hong Kong, in accordance with the work plan and SOPs, with the goal of improved service level and reduced costs.

Facility Management services, including but not limited to:


  • Hard services, including maintenance & repair, installation and construction of systems, building, and infrastructure,
  • Soft Services, including cleaning, catering, waste management, hospitality, employee transportation, archiving, security, pest control, garments, PPE etc.

The incumbent will direct, lead and exercise functional authority for planning, organization, control, integration, and completion of site activities including cost reduction and efficiency improvement projects. The incumbent will also play a key role in their regional facilities ensuring standardization of work processes and corporate profitability. This role reports to the Senior Director, APAC- Head of Global Facility Management. This role is based in Shanghai, China.



KEY RESPONSIBILITIES


  • Establish/Manage the FM organization at a site level as needed
  • Planning at the site level and lead changes in accordance with the organizational and changes with the GFM org and TEVA
  • Manage the integration of ongoing FM activities, at the site level
  • Realization of global GFM policies and procedures, at the site level
  • Develop, manage, forecast, maintain, and monitor the FM budget for both operational and capital expenditure, to reach cost reduction targets set by GFM management.
  • Manage, maintain and monitor service levels, in line with SOPs, SLA and KPI's, in order to reach service improvement targets set by GFM management
  • Interface management with relevant business managers and professional units, for work plan promotion and implementation
  • Overall responsibility staff of contractors providing a wide range of facility operations and facility operational needs.
  • Enable business managers to focus on their core business objectives and ensure that regional management is focused on the needs of the customer—deliver high quality service to the business
  • Management, documentation, and knowledge sharing at the site level.
  • Other projects and duties as required/assigned. Establish, maintain, and enforce security related SOP's, systems and guidelines, in accordance with applicable law and Corporate security policies and guidance and as per relevant GFM standards as well.
  • Ensure that all security systems are properly maintained and functioning according to specifications.
  • Create and keep the security site manual as per GCS standard and GFM guidelines.
  • Manage, guide, control and audit a group of security personnel - both directly and matrix (typically contractor employees)
  • Support Cluster Security Director, APAC in security related investigation in accordance with their approval and guidance.
  • Educate and train employees and management in security related matters under the GCS standards and guidelines.
  • Control & audit security polices, guidelines and procedures compliance
  • Build and maintain liaison relationships with local law enforcement and emergency authorities.
  • Support management in Security related decisions and initiatives.

Qualifications

  • Minimum of a Bachelor’s degree - Management or Engineering
  • 8 to 10 years’ experience in Facility Management within China.
  • Managerial experience with both HARD and SOFT service preferred.
  • Proven ability to initiate, manage, and successfully implement significant change processes.
