中国办公室行政助理

背景:

卫健策略最近在中国设立了一个办公室,正在与包括中国国家卫生健康委员会、中国疾病控制和预防中心(CDC)、各省卫生健康委员会、各省疾病预防控制中心、专业协会和世界卫生组织在内的多个重要合作伙伴合作,支持心血管疾病预防和治疗、道路安全和烟草控制方面的项目。卫健策略正在寻找一名行政助理来支持中国办公室的日常运作并承担财务工作。
职位:
此行政助理岗位为卫健策略中国区主任、中国团队和中国办公室的日常工作和需求提供全面的行政和业务支持。他/她特别向中国区主任提供行政协助,并与其他工作人员进行联络,交流所需信息,确保中国办事处的办公室工作得到高效和专业的管理。此行政助理岗位设在位于北京的办公地点,并向运营经理汇报工作。
具体职责:
行政助理的职责包括但不限于以下内容:
1. 为中国区主任提供支持
- 负责中国区主任的预约及行程安排工作。
- 处理所有内部和外部会议和活动的后勤工作,包括安排必要的旅行、住宿、设施等。
- 向同事传达有关中国区主任的日常活动和工作要求、偏好等其他相关事项的所有必要信息。
- 协调包括预订管理在内的访客计划和旅行需求。

处理行政工作,包括接听电话、文字录入,文件准备及编辑等,注重时间管理。
2.财务及采购工作
- 编写中国区主任的费用报告。
- 协助运营经理完成采购工作,包括办公室和项目相关的(比如活动和会议)。获取报价,确保顺利采购并在预期目的地及时完成交货; 根据需要确定合适的支持服务供应商,管理透明的竞标流程。

协调和采购必要的办公用品。
3.人力资源工作
- 协调办公室的人力资源支持;与人力资源机构合作,为招聘工作提供行政支持。

与人力资源公司和财务公司协调处理相关文件。
4.办事处运作及行政工作
- 协助运营经理处理包括年度报告在内的当地合规流程及程序。
- 维护办公室资产和档案系统。
- 确保办公室始终有工作人员在岗。
- 为来访卫健策略的组织成员及访客提供事务性支持。

为中国区主任或运营经理安排的其他活动提供支持。
任职资格:
- 英语、行政管理或相关专业本科学历。
- 熟悉办公室管理制度和程序, 在商业或慈善机构提供一系列行政和 (或) 管理支持,具备至少三年的工作经验。
- 卓越的组织能力、注重细节和解决问题的能力。
- 出色的计算机技能, 具有使用各种软件应用程序 (如包括 Outlook、Excel、Powerpoint 在内的MS Office 程序等) 的经验。
- 良好的人际交往能力和服务客户的导向意识。

Administrative Assistant - China Office
Background:
Vital Strategies is an international public health organization with headquarters in New York City. We support programs to strengthen public health systems and address leading causes of morbidity and mortality, providing expertise in project implementation and management, strategic communications, epidemiology and surveillance, and other core public health capacities.
Vital Strategies recently established an office in China and is working with a number of key partners including the China National Health Commission, China Centers for Disease Control and Prevention (CDC), provincial Health and Family Planning Commissions, Provincial CDCs, professional societies and the WHO to support programs in cardiovascular disease prevention and treatment, road safety and tobacco control. Vital Strategies is seeking an Administrative Assistant to support operations and finance functions of our office.
The Position:
The Administrative Assistant provides comprehensive administrative and operational support for the day-to-day functions and needs of the Vital Strategies Country Director, China team and China Country Office. S/he specifically provides executive assistance to the Country Director and acts as a liaison to other staff, communicating needed information and ensuring that the logistics of the China Office are managed efficiently and professionally. The Administrative Assistant is based in the Beijing office and reports to the Operations Manager.
Specific Duties:
The Administrative Assistant will have responsibilities that include but are not limited to:
1. Support to Country Director
- Scheduling the Country Director’s appointments and maintaining the calendar
- Handling logistics for all internal and external meetings and events, including arranging travel, accommodations and facilities, as necessary
- Communicating all needed information to the staff regarding the Country Director’s daily activities and requirements, preferences and other relevant matters
- Coordinating visitor program and travel needs, including managing bookings

Handling administrative duties including phones, typing, document preparation and editing, minute taking
2. Finance and procurement - Preparing the Country Director’s expense reports
- Assisting the Operations Manager with procurement for the office and programs (such as events and meetings), by obtaining quotations and ensuring smooth procurement and timely delivery of goods at their desired destinations; identifying suitable vendors for support services, managing transparent process of competitive bidding, as needed

Coordinating and making purchase of necessary office supplies
3. Human resources - Coordinating HR support for the office; liaising with HR agencies and providing administrative support for recruitment processes

Coordinating with HR agency and fiscal agent for HR and finance related documentation
4. Office operations and administration - Assisting the Operations Manager with local compliance processes and procedures including annual reporting
- Working with appropriate office staff members to maintain the filing system
- Ensuring there is always staff coverage in the office
- Providing general support to visiting Vital Strategies team members and guests
- Supporting other office activities as assigned by the Country Director or Operations Manager
Required Qualifications:
- Bachelor’s degree in English, Administration Management or related field
- Knowledge of office management systems and procedures, at least three years’ work experience providing a range of administrative and / or executive support in the commercial sector or the charitable sector
- Exceptional organizational skills, attention to detail and problem-solving skills
- Outstanding computer skills, with demonstrated experience using a variety of software applications such as MS Office programs including Outlook, Excel, Powerpoint, etc
- Well-developed interpersonal skills and customer service orientation

Strong English language skills, both written and oral
