Job Description

Major Responsibilities:

  • Plan work for PCT scope items (work sequence, resources, materials, supporting disciplines, documents, as-built, etc.)
  • Be responsible for PCT planning
  • Lead project PCT technicians and contractor to ensure safety and quality standard
  • Support commissioning and startup
  • Follow the BISS specific practices, standards, guidelines and GB code
  • Contribute to TA schedule and help to minimize downtime
  • Coordinate with other disciplines and construction contractor to make PCT construction progress on schedule and quality
  • Contribute to progress tracking (wall paper, etc.)
  • Participate in Safety Walkthroughs, good House Keeping and Quality Assurance
  • Check on site to find out and solve the problems happened on site or report it to TA construction manager
  • Support or do loop check on site
  • Main Contact for “TA Event Manager” and “TA Scheduler” in regards to PCT Critical Resources in relation to PCT TA Maintenance activity as well as Site TA related resources.
  • When PCT critical resources conflicts are identified, coordinate meetings with the competence team and TA Event Manager to come up with a resolution.
  • Coordinate and take final decision for PCT Critical Resources (Contractors, Vendors etc.) based on the required coordination meeting. The decision will be given to the “TA Event manager”.
  • TA PCT Planner assist the TA lead Planner/ TA event manager in fulfilling Turnaround Objectives & works on planning, perform job package preparation and coordinate its implementation
  • Obtains & Understand TA work scope items collection with skills of SAP, ROSER Scope IT tools
  • Obtain & understand TA scope corresponding site technical standards and technical documentations, discuss details of scope items with related representative, query and/or clarify related technical issue with implementation compliance;
  • Support TTC documents preparation and participate on TTC meeting
  • Know and understand TA SCR process & implement it following the rules on TA scope management
  • know ROSER system planning tools and its methodology well to prepare TA job package independently
  • Develop technical document and TA job package independently, to be able to define job steps for scaffolding, insulation, mechanical & electrical work, cleaning work, crane, NDT, repairs, overhaul, rotating etc. based on site conditions with related resources, materials, logic link etc. Compilation of a technical documentation for all activities within the turnaround. Basis is a job card for each AKZ and technical site standards
  • Communicate intensively with engineering, safety, quality, operations, inspection and reliability etc. departments and contractors during and after TA job package preparation to ensure that the TA scheduler can use the prepared job package for smoothly scheduling and such that execution team are able to implement the work without questions
  • Contribute TA cost & schedule optimization works with reasonable estimation of work durations, resources and materials etc. input
  • Involved in preparation of Technical Bid Evaluation (TBE), Contractor bidding quotation analysis.
  • Ensure that contractors receive all relevant documents / drawings and introduce it in the field. Support the document controller to ensure the documentation keep in line with the turnaround progress.
  • Monitor, coordinator and verify job package status during TA execution, resolve site conflicts, look ahead and address possible problems as 1st line coordinator or supervisor
  • Coordinate joint field inspections with HSE,QA/QC, Reliability, Legal etc. representatives to ensure the executed work is in compliance with pre-approved work packages, codes and regulations with respect to the kinds of check sheets & hold points to ensure a smoothly execution
  • Be responsible to provide planning data to TA lead planner, manager, controller etc. to develop responsible area TA planning wish list/summary based on TA plan to plan; Identify contingency plans and maintain discovery events, that would impact cost and schedule etc.


Wished skills / Competence / Qualifications:

  • Bachelor Degree in instrumentation or electrical
  • Min. 5 years’ experience in maintenance or construction works and min. 2 year experience in TA planning and execution
  • Familiar with Covestro Turnaround applications & SAP/ROSER
  • Excellent knowledge of instrumentation and electrical construction
  • Resource and cost estimation ability
  • The planner is able to recognize, understand and to collect information’s into a database of the following work devises: reading a P&ID and technical drawings, understanding of pipe specifications, basic material types datasheets, pressure testing, lifting plans, hoisting and rigging, Operations lock and tag out & blind lists, safety at work, work permits, confined space, line breaking, phosgene risk, specific maintenance procedures and instructions, operation sequences, etc.
  • Good English communication skills oral and written in commercial and technical fields
  • Familiar with western culture and in cooperation with western people
  • Ability to use computer and rapidly input data and retrieve records and information; Database administration (e.g. Excel, Word)
  • Ability to record, file and handle documents PDF Writer
  • Able to analysis most problem and present solution to solve problem
  • Strong ability to assert him/herself
  • High sense of accountability for deliverables.
  • Strong spirit of teamwork
  • Flexible in working time; Readiness to do overtime works if required
  • Appreciate and understand to improve capabilities in missing areas and for new requirements.
  • Preferred: Covestro working experience is a plus.
