The candidate will join our Procurement Team in Human Resources & Administration Section.

Job Duties:

• Study options of IT systems and other technical services to meet operational needs of the centre
• Analyse and evaluate quotations and tender documents from both technical and business perspectives
• Handle procurement processes including preparation of tender documents, tender evaluation, issuing purchase orders and reviewing contract documents
• Coordinate users and suppliers in procurement processes
• Manage vendors and evaluate vendor performances
• Develop sourcing strategies for different procurement activities
• Provide technical and clerical support for procurement tender process
• Provide internal IT system support
• Keep procurement database and prepare reports and presentations

Requirements:

• Degree holder in Computer Science, IT, and Engineering or related discipline
• At least 5 years relevant experience in IT/Engineering field
• Understand technical specifications for IT and Engineering procurements
• Familiar with subcontracting and tendering processes
• Experience in standard purchasing and procurement regulations, policies and procedures (e.g. prime vendor purchase, receipt and record maintenance)
• Ability to maintain harmonious relationships with co-workers, bureau personnel, other state agencies and numerous manufacturers and vendors
• Experience with the solicitation or purchasing methods
• Experience with the technical features and uses of IT production/service and their relationship to supply and demand conditions
• Ability to plan, organize and meet deadlines
• Experience in managing contracted works by IT/Engineering service provider
• An excellent command of both spoken and written English and Chinese
• The ability to be a motivated self-starter as well as team player
