Job Description

RESPONSIBILITIES:

Cost Control

Implementation of cost control procedures and management process. Provide in house specialist information and support on construction cost estimation and cost management. Work with the design team and advise from cost perspective on choice of materials and construction methods. Work with the procurement team and advice from cost perspective on the contract forms. Working with the team to carry out reviews, examinations, and comparisons of costs across projects. Establish project budgets. Provide cost analyses for feasibility studies and value engineering process. Compile and document project cost control related files. Manage the cost estimation services by the QS consultants on the project. Contribute to establishment of cost data for future developments. Super User of the Unifier System or other automated cost management tool Educate and clarify the cost group definition to related parties Maintain and update the cost control working routines and workflows, control the guidelines implementation and make a yearly follow up Operate the Unifier System and input the cost information, generate relevant cost report. Meanwhile, operate and maintain the Excel cost management system to keep the master cost control template for project.

Contract Administration

Implement contract administration procedures and management process. Implement and change order management process. Manage the change order assessment process and advise on the claim settlement. Lead the assessment and certification process of the monthly payment on project to ensure only the correct amount is paid. Coordinate with Finance division on financial statements, cash flow forecasts, payments for consultants, contractors and suppliers. Lead the project team to do close project process during the project close out period to ensure the protection of company interest.

REQUIREMENTS:

University degree in quantity surveying, cost management, engineering or engineering management is preferred. Thorough understanding of engineering/construction industry contracting practices. At lease 3-5 years’ experience on cost management and contract administration in leading commercial development company or professional consulting organizations or in EPC or chemical industrial client environment, preferably with 8 of those years involving engineering & construction sourcing experience. Broad knowledge of cost information across all types of property development. Understands and applies commercial and financial principles. Views issues in terms of costs, profits, markets and added value. Excellent negotiation and contracting skills with business acumen. Good Knowledge of SAP and requisition to pay processes. Good knowledge and proficiency with the Microsoft office suite (Excel, Word, PowerPoint). Good oral and written communication in English
