Key Responsibilities
1. Lead and manage early estimating activities to meet business and project needs. Provide input and functional oversight for estimating activities later in the project life cycle, includes development, analysis, and validation of applicable E5 to E1 estimates and generating ideas for cost reduction and improved work processes.
2. Lead development and execution of project estimate plans that include FEL and project implementation phases.
3. Ensure contractor-provided estimates are properly formatted, understandable, and in sufficient detail to allow Company's representatives to hold the contractor accountable for results, benchmark actual performance opposite plan, and provide a renewed baseline for future business planning and early FEL consultation.
4. Validate and approve Company and/or contractor generated estimates to ensure estimates are appropriately developed and meet estimate quality requirements at each step in the project gate process.
5. Maintains systems, historical data and demonstrates competency required for quantitative estimate validation.
6. Provide business-specific conceptual estimates in support of business investment options.
7. Lead estimate risk analysis evaluations to assist project teams with recognizing potential problem areas and quantifying contingencies to cover the undefined project elements. Maintain and improve systems, data, and competency required for estimate/cost risk analysis
8. Leads thoughtful discussion of contributing factors applicable to assessing contingency.
9. Provide and maintain internal benchmarks, while monitoring external benchmarks/metrics, for capital and non-capital related activities to effectively gauge estimate performance/competitiveness and promote continuous improvement.
10. Develop, maintain, and improve systems, historical data, and competency required for cost targeting, escalation & normalization, estimating & validating E&HO and CAWC costs.
11. Develop and deliver training plans and processes to ensure the estimating tool of choice is fully understood and utilized by the estimator and the functions to sustain and improve the early estimating competency.
12. Ensure Project Change Orders are properly documented, reviewed and approved/rejected in a timely manner.
13. Ensure owner system (SAP in most instances) has accurate cost data. Monitor data transfer from contractor systems.
14. Ensure project cost reports are issued in a timely manner, accountable for the quality and accuracy of the reports.

Qualifications
1. Bachelor’s degree in mathematics, engineering, construction management.
2. Min. 10 years of experience in the Chemical Process or related industries with the working knowledge of estimating and cost control.
3. Certification from the Association for the Advancement of Cost Engineering (AACE), or equivalent.
4. Excellent time management skills and the ability to plan, prioritize, and implement multiple concurrent projects or activities, deliver on commitments under tight time constraints.
5. Demonstrated ability to be proactive, self-motivated, and able to function independent of supervision.
6. Demonstrated oral and written communication skills.
7. English fluency, speaking and writing.
8. Sound technology, mathematics, analytics, confidence, interpersonal skills, and ability to form good working relationships and negotiate effectively with internal and external contacts, comfortable working with colleagues with a variety of backgrounds.
9. Frequent travel maybe required.
