Summary: The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Administrative Assistant.
Work Schedule: Full Time (40 hours per week)
Start Date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: The Administrative Assistant serves under the direct supervision of the American Administrative Officer and is responsible for providing administrative and financial management support to the Foreign Agricultural Service (FAS)-Beijing Office of Agricultural Affairs (OAA). The Administrative Assistant is the local liaison among the U. S. Department of Agriculture (USDA) China offices, including the six FAS offices (Beijing OAA and ATO, Chengdu ATO, Guangzhou ATO, Shanghai ATO, and Shenyang ATO); the Animal and Plant Health Inspection Service (APHIS) and the Food Safety and Inspection Service (FSIS); as well as FAS headquarters offices, the general public, and Department of State sections.
The Administrative Assistant is the first point of contact for all budget matters including: advising local staff on Agency policies and regulations related to the use of U.S. government funds; working with the Post Financial Management Office (FMO) and General Service Office (GSO) to ensure proper processing of financial obligations and procurement orders; and reporting any budget needs, concerns and/or questions to the Administrative Officer and Head of Post. The Administrative Assistant manages the FAS’s International Cooperative Administrative Support Services (ICASS) accounts, reviews and advises on the annual cost center subscriptions, tracks and verifies workload counts, and works with headquarters and FMO staff to resolve workload count discrepancies. Additionally, the Administrative Assistant provides operational, administrative, and logistical support on daily office needs as is required for high-level and mid-level visitor support.
Qualifications and Evaluations
Education: Bachelor’s degree in Business Administration, Accountancy or Finance is required.
Requirements:
EXPERIENCE: Minimum three (3) years of work experience in office financial and administrative operations is required. Must have work experience to include working with office budgets, preparing and maintaining financial records, and working with financial systems.
JOB KNOWLEDGE: Must have thorough knowledge of administrative work. Must be familiar with budget, procurement, contracting, and travel related policy and regulations. Must have experience working with budget formulations, budget management and execution and reconciliation.
Evaluations:
LANGUAGE: Level III (Good Working Knowledge) reading/writing/speaking in English is required. (This will be tested.)
Level IV (Fluent) reading/writing/speaking in Chinese is required.
SKILLS AND ABILITIES: The Administrative Assistant must have strong financial experience working with complex office budgets and financial systems. Comprehensive knowledge of spreadsheet development for tracking and projecting financial expenditures is also required. The Administrative Assistant must have a thorough understanding of budget management, obligations, expenditures, and reconciling processes. The Administrative Assistant must possess strong analytical, oral and written communication skills; have experience working with Microsoft Office applications (Outlook, Word Excel and SharePoint); and be detailed oriented. Must have ability to perform multiple functions concurrently, e.g., budgeting, obligation entry, collections, payments, accommodation exchange, accounts receivable, etc. is required. Accurate budget reconciliation utilizing multiple data sources is also required.
