The Hong Kong University of Science and Technology (HKUST) is seeking a seasoned professional and executive to assist in the formulation and implementation of the human resources policies and functions for the University’s branch campus in Guangzhou, i.e. HKUST (GZ).
The appointee will be required to station and work in the Mainland (initially in Nansha, then on GZ campus when it comes into full operation in July 2022). During the transition period, the appointee will report directly to the Director of Human Resources of HKUST (Clear Water Bay (CWB)) as a key member of the team on planning and establishing all human resources functions of the HKUST (GZ) campus. Frequent business travelling to CWB Campus have to be made as required. English is the administration language of HKUST(GZ).
Job Duties
- Assists to develop and establish the HR policies and systems including policies on recruitment, compensation and benefit plans, performance measurement, leadership and employee development, employee engagement, communications and ensures legislative compliance with employment laws and regulations.
- Helps to formulate initiatives to attract, develop and retain the best talents, enhance diversity, and staff engagement as well as facilitate faculty and staff success.
- Advises on the setting up of organization and manpower structures to drive organizational effectiveness.
- Assists to lead a team of professional and support staff in the Human Resources Office to provide a full range of human resources functions that are commensurate with and responsive to the needs of HKUST (GZ).
- Serves on relevant human resources committees for the setting up of policies, regulations and recruitment of senior staff.
- Provides assistance in all matters of human resources.
Requirements
- A good bachelor’s degree or above with excellent language skills in English and in Chinese (Putonghua), both in writing and in speaking.
- Substantial all-round human resources experience in the Mainland at a senior level in a sizeable organization.
- Proven track record of leadership and experience in driving human resources initiatives and programs. Demonstrated exposure/relevant experience working in higher education environment is most desirable.
- Proficiency with the Mainland employment laws and relevant legal and regulatory requirements.
- Possesses good leadership, outstanding interpersonal, engaging and influencing skills and be able to communicate effectively at all levels and across cultures.
- Familiar with international best practices in human resources management and people strategies.
- Demonstrated capability of working efficiently and collaboratively in a diverse work environment is desirable.

This is a Mainland appointment and the appointee will be offered a contract by HKUST Mainland entity in accordance with the local labor laws and regulations. Appointment will initially be made on a 3- year contract, renewable subject to mutual agreement.
