Job Description

Qualifications Framework Secretariat

Major Duties :
(a) To provide secretarial support service to the Industry Training Advisory Committees (ITACs) / Cross-Industry Training Advisory Committees (CITACs) and their Sub-committees, including the preparation of agenda, papers and notes of meetings as well as taking follow-up actions or matters arising from the meetings;
(b) To assist the ITACs / CITACs to develop, maintain and update the Specification of Competency Standards (SCS), and to assist in the development of Vocational Qualifications Pathways (VQP) and implementation of a Recognition of Prior Learning mechanism;
(c) To assist in the implementation of the Award Scheme for Learning Experience, the SCS-based Training Packages and various promotional and publicity activities at industry level;
(d) To conduct consultation with various stakeholders during the development and updating of SCS and SCS-based training packages for respective industries;
(e) To assist the ITACs / CITACs to promote the Qualifications Framework (QF) and its associated quality assurance mechanism to all stakeholders within the industry sectors and the education and training market;
(f) To reach out stakeholders in various sectors and assist in the promotion and public education of the QF;
(g) To conduct research on industry information and QF practices in other countries; and
(h) To assist in the procurement of goods and services, and to carry out administrative duties in support of the above operations.

Requirements :
(a) A recognized degree, or equivalent, preferably with other relevant academic or professional qualifications pertaining to the education, training or human resources planning and development fields;
(b) At least 5 years’ relevant experience at the appropriate level of responsibilities, preferably in human resources field or in the vocational, academic or continuing education sector;
(c) Proven experience in industry networking, including liaison with trade unions, trade associations, professional bodies and related groups;
(d) Solid experience in committee secretarial support, planning and coordinating marketing and promotional activities;
(e) Analytical, self-motivated, well-organized, proactive and be a good team player;
(f) Strong interpersonal, communication and presentation skills;
(g) Good command of both written and spoken English and Chinese, preferably including Putonghua;
(h) Proficiency in the use of computer software application; and
(i) Knowledge and understanding of the implementation of qualifications framework and its quality assurance mechanism, and Vocational & Professional Education and Training (VPET) will be an added advantage.

(1) The post is in the rank of “Senior Officer”.
(2) Shortlisted candidates will be required to sit for a written test.
(3) The appointee may be required to work outside normal office hours and at different work locations on a need basis.
