Description
BASF has been a committed partner to Greater China since 1885. With major investments in Nanjing, Shanghai and Chongqing, BASF is one of the largest foreign investors in the Chinese chemical industry, and maintains the BASF Asia Pacific Innovation Campus in Shanghai as a research and development hub for the Asia Pacific region. Objectives:
- Under the general guidance of the supervisor, plan, organize, schedule and lead the HR activities to support the implementation of the HR strategies in the areas of compensation and benefit, staffing and terminations, employee training and development, organization development, delegate administration, employee relation …etc. for designated BASF manufacturing sites according to established policies and procedures.
- Evaluate the progress and recommend modifications/changes in the procedures to ensure the correct and consistent implementation of the HR activities, legal compliance, alignment with market best practices and objective achievements to support organization development.
- Responsible for the Site Administration management, including shuttle bus arrangement, canteen management, cleaning and landscaping management
- According to the environmental, health and safety standards, compliance to all the site safety regulation, process and working guidance to protect personal safety and colleagues.
- Supervise to collect, analyze and consolidate organizaiton related plans such as manpower planning, headcount development, employee movement to prepare for succession planning, recruitment and employee developemnt programs.
- Review and benchmark new/revised positions to justify proposed job grading from line managers with appropriate recommendations.
- Support re-organization with business growth/changes.
- Manage the staffing, employment administration and employee termination activities according to established policies and procedures, legal requirements, including but not limed to supporting the staffing process with recruitment team, administration of personnel documentation from setting personnel files (electronic and hardcopy) to maintenance, i.e. contract renewal, necessary documentation, especially the statutory benefit registration and de-registration, file closing, etc.
- Coordinate the relevant managers to proceed the annual Employee Dialogue including conducting Performance Management workshop to familiarize/refresh employees the process and requirements, appropriate use of performance management tools, i.e. main tasks, target agreements and development plan.
- Proceed the compensation and benefits operations to attract, motivate and retain talents and reflect local best practices, market trends to help shape competitive policies for organizations in China.
- Work closely with Training and Development Platform to handle the annual Training Needs Analysis (TNA) and take actions to support creating a competent workforce, drive multi-skills program and ensure the implementation meeting both budget & employee development needs.
- Support to enhance the dialogue between business/functional units and HR for HR topics through handling the defined employee relationship programs (i.e. employee opinion survey, communication meetings) to foster trust-building between the employees and the management, and the realization of a working environment that encourages communication.
- Support line managers to deal with discipline issues and low performance cases with consultation on company processes to the relevant manager/supervisor, evidence collection, legal requirements, etc and coordination with internal/external legal services for action if necessary.
- Support the communication with the trade union chairperson(s) and committees.
- Handle/supervise the process in data provision for internal & external audits to meet schedule and data requirements.
- Respond to the areas for improvement and defaults identified by the audits with proposal and take agreed actions in order to ensure the overall HR operations, documentation, fully meet the audit requirements
- Collect, verify and submit data for Annual Personnel & Social Reporting survey data and annual personnel cost benchmarking survey data.
- Supervise any regular reporting such as relevant data to trade union, cost centre data to Finance & Accouting, government authorities …etc.
- Supervise the reporting to labour bureau on the application of working hours system in order to renew the certificate of job families covered under flexible working hour system.
- Propose the team members’ roles and responsibilities, development measures to supervisor and according to the agreeable action, plan the members’ tasks and provide necessary guidance, appraise the members’ performance.
- Train (via on-the-job, in-house and/or external training programs) and coach the direct reports in order to improve the working efficiency, quality and professional skills of the team members.

- Reporting all incident and take investigation; Conduct to create the SOP, training plan and organize training; Organize the internal EHS inspection and drill, and follow up the action closed
- Education: Bachelor degree in Human Resources / Business Management or related
- Working Experience: 5-8 years work experience in HR&Admin management, manufacturing experience would be a plus
- Technical & Professional Knowledge: Solid knowledge & skills in all HR functions, Excellent communication and interpersonal skills, Good command in both written and spoken English.
