Job Description
Responsibilities:
  • Support IT senior management in strategic planning, establishing and managing the project portfolio of IT investment for project prioritization and IT resources planning. Provide analytics to support decision making of optimizing the resources utilization and the cost of ownership for IT systems
  • Support IT strategic planning and annual planning. Lead departmental coordination through effective communication, workshop and alignment meetings
  • Establish and maintain standards, procedures and automated tools for IT Portfolio Management, Programme and Project Management. Monitor project status, lead project risks assessment and milestone reporting
  • Support programme/project management and control process, which ensures IT commitments, such as goals and delivery projects, are completed effectively, on time and within budget, with the ultimate objective of ensuring customer satisfaction. Establish methodology, tools, measurements, standards and procedures, to guide the work of programme/project managers and team members, including contractors and secondees
  • Assist the IT Management team in development, co-ordination, implementation and control of the projects and other departmental level initiatives in accordance with the corporate objectives
  • Develop IT projects master plan and resources plan; manage prioritization of IT projects; establish and improve project management practices, measurements and tools to guide the work of project managers, their team members and contractors; and develop project management competency
  • Drive the management reporting function at the corporate and departmental level, including regular performance metrics report to the CEO and Executive Director; act as the secretary of IT Governance bodies; provide management information and reports for IT senior management, and maintaining the central repository for information sharing in IT department.
Requirements:
  • University degree holder in Computer Science, Information Technology or other related disciplines, with at least 5 years’ relevant experience.
  • Holder of Project Management Professional (PMP) Certification, IT governance framework, e.g. COBIT, ISO 20000and / or ITIL Certification is preferred.
  • Experience in the coordination and liaison with different key stakeholders, airport community, Government departments, business partners and contractors.
  • Experience in IT management, quality assurance, procurement, outsourcing, budgetary control and general administration is preferred.
  • Expertise in IT management service / Office of the Chief Information Officer is preferred.
  • Knowledge in airline and/or airport industry, civil aviation and Government system interface protocol is an advantage.
  • Good command of written and spoken Chinese and English. Fluency in Mandarin is preferred.
