Responsibilities:

• Proactively work with user departments to analyze and identify business needs, issues, market situation and recommendations
• Develop the most appropriate procurement and contract strategies for the responsible commodities and procurement projects
• Work independently to handle procurement for E&M works, system, equipment and associated maintenance works in accordance with established policies and procedures
• Support as team member in cross functional team on tender assessment
• Develop and conduct market research and sourcing activities and review / conduct pre-qualification exercises
• Supervise Senior Officers / Officers to ensure effective implementation of procurement strategies for the low to medium value purchases
• Manage the relationship among suppliers and users, and provide support to enhance supplier management system
• Participate Focus Plan to streamline the procurement process to enhance efficiency

Requirements:

• Bachelor’s degree and / or relevant professional qualifications in relevant technical, engineering or commercial disciplines with preference to master degree level
• Professional qualification on engineering, quantity surveying or procurement is preferred
• 5 years’ relevant working experience preferably with procurement experience and a minimum of 2 years’ experience at supervisory level
• Good understanding and experience in handling World Trade Organization (WTO) / Agreement on Government Procurement (GPA) tenders would be an advantage
• Knowledge in using EPR system e.g. Oracle Financial/ Procurement System would be an advantage
• Good communication and influencing skills, interpersonal and negotiation skills
• Proactive, high level of integrity, good team spirit and able to work under pressure
• Excellent spoken and written English and Chinese. Knowledge of Putonghua is an advantage
