Job Duties:

• Assist to plan and control all phases of the computer project(s) including, but not limited to, systems analysis and design, procurement and installation of computer systems, system implementation, privacy impact assessment, system nursing and maintenance
• Assist in Agile Software Development
• Conduct tendering or procurement activities including, but not limited to the acquisition of necessary total system solutions, implementation services, services for privacy impact assessment
• Manage outsourcing contracts for the computer project(s)' whole SDLC
• Develop quality control parameters and perform quality control and assurance of all project deliverables
• Perform other IT-related duties as instructed by supervisor

Job Requirements:

• Degree / Higher Diploma in Information Technology or equivalent
• At least 6 years’ IT experience of which 2 years relevant experience
• Proficient in workflow management and/or document management, implementation or maintenance using programming languages and various support tools, development tools and/or environments such as XML, Web Services, .NET Core
• Have knowledge and experience in systems analysis and design, implementation for project size of more than 500 users
• Have experience in coordination of outsourced project for the whole system development and maintenance cycle
• Have strong verbal and written communication skills in both English and Chinese
• Have good presentation skills
• Have experience in system implementation for providing public services involving electronic submission and/or payment is an advantage
• Have participated in IT project(s) that involves the use of new technologies and development/deployment methodologies such as agile software development approach, cloud native application architecture design, microservices/miniservices/mesh services architecture design, DevOps, containerization, APIs integration across multiple technology etc. is an advantage
• Have experience in system implementation for mobile application on iOS and Android is an advantage
• Have experience in front-end framework such as Angular, React, Vue,js is an advantage
• Preferably have experience in team leading/supervision
