The Hong Kong University of Science and Technology (HKUST) is seeking a seasoned professional to provide leadership to the project development team involved in the design management, site management and the implementation of campus facility of both technical aspect and system sustainability; and to develop and maintain all designs and applications to ensure suitability and optimum running life cycle for meeting faculty requirements but also to maintain the working relationship with government departments, authorities, local design institute, contractors, design consultants ensuring smoothness of construction flow and optimum running of entire project progress. The appointee will be required to station and work in the Mainland, initially in Nansha, with frequent business travelling to Clear Water Bay campus as required.
Job Duties
a. Assist the Director in managing and planning all design/construction issues in relating to the campus development to ensure projects are accomplished in time, within budget and up to the required quality;
b. Liaise with all internal and external stakeholders in accomplishing project objectives; provide technical support and expert advice on discipline-related issues to other members of the project team/faculties, as well as to in-house staff of other departments;
c. Liaise with consultants, all government departments and relevant authorities on project planning and design implementation as well as statutory submissions, routine and final inspections;
d. Take the lead of all design consultants and local design institutes on consolidating project requirements from various stakeholders in finalizing project briefs, and to produce conceptual, preliminary and detailed designs;
e. Coordinate with local design institutes, consultants, contractors, supervisory team (Jianli) for the design audit and the preparation of tender/construction documents, and to monitor the procurement and construction process;
f. Review with design consultants, and local design institutes on the contractors’ technical submissions and site works to ensure compliance with sound architectural principles, the required quality and safety standards;
g. Upon project phase completion, independently to handle improvement and minor works, including term contracts, defects-rectification works, fitting out, alteration and addition works, and produce drawing/tender documents for the selection/appointment of contractor and drawings/graphics for presentation;
h. Ensure compliance with the HKUST’s guidelines and requirements for entire campus development.
Requirements
a. A bachelor’s degree or above in Architecture, Project Management, Building Surveyor, Building Services Engineering or related discipline; professional qualification (HKIA, HKIE, CIBSE, APM, CIOB) is desirable. Higher qualification in project management, construction management or business management is preferred;
b. A minimum of 15 years’ relevant working experience in project management of building and infrastructure development and on site co-ordination of building projects. Experience in developing and managing R&D offices, university/institutional buildings, hospital, laboratory is preferred;
c. Experience in managing international design consultants/local design institutes/contractors/supervisory team (Jianli) and administration of large scale projects and claim and EOT assessment;
d. Knowledge of local statutory requirements/regulations and submission, inspection & approval procedures for development project in the Mainland;
e. Conversant with graphics presentation tools. Skill on graphic software such as MS Visio, Adobe, Photoshop, Adobe Illustrator, AutoCAD, Primavera, Microsoft Project and project management/ design related computer application will be an advantage;
f. Good leadership in leading a team working towards the objectives, self-driven, independent, problem solving with good interpersonal skill;
g. Must be able to communicate fluently in English & Putonghua and be able to read and write in simplified Chinese and English;
h. Uncompromised integrity.
This is a Mainland appointment and the appointee will be offered a contract by HKUST Mainland entity in accordance with the local employment laws and regulations. Salary will be commensurate with qualifications and experience. (Duration: 3 years)
