Job Description

FINANCE OFFICE 

Associate Director of Finance (Enterprise and Company Secretary) (Ref. 20052217-IE) 

The Finance Office of the University is looking for a professional to join its senior management team as the Head of the Business and Enterprise Section. Leading a team of about 20 professional/supporting staff, he/she will focus on business development and financial management of the University’s subsidiaries and joint ventures as well as entities where the University has equity interest. Occasional travel to the Chinese mainland is required. More information about the Finance Office is available at http://www.polyu.edu.hk/fo/. 

Duties  

Reporting to the Director of Finance, the appointee will be required to: 

(a) lead and oversee the operations of the Business and Enterprise Section for provision of company secretarial and financial management services to the subsidiaries and joint ventures of the University and other entities where the University has equity interest, which are located in Hong Kong, the Chinese mainland, Macau, etc.; 

(b) provide professional advice to facilitate the Senior Management in making informed investment decisions in terms of technology commercialisation, acquisition of equity interest in startups/spinoffs, formation and disposal of subsidiaries and joint ventures, etc.; 

(c) support the Senior Management in upholding good corporate governance in subsidiaries, joint ventures and equity securities held by the University; 

(d) act as the Company Secretary and, if required, act as director of the subsidiaries; 

(e) review and monitor budgeting, payment and financial reporting of the subsidiaries and entities in the Chinese mainland to ensure compliance with relevant requirements and regulations; 

(f) support the University’s development in the Greater Bay Area; 

(g) oversee the income collection functions of the University, including management of a Cashier Unit and drive continuous enhancement of related processes; 

(h) oversee the quality assurance of the Office and perform quality audits; 

(i) lead, supervise and provide guidance to subordinates; and 

(j) perform any other duties as assigned by the Director of Finance and her delegates. 

Qualifications  

Applicants should: 

(a) have a recognised degree plus membership in the Hong Kong Institute of Chartered Secretaries or equivalent, and preference will be given to those who also possess a professional accounting qualification; 

(b) have solid and extensive relevant managerial experience, normally not less than 10 years, in company secretarial, accounting and finance functions, and Chinese mainland tax matters, preferably in public sector or sizable organisations;  

(c) have experience in the design and implementation of computerised system for accounting or related functions; 

(d) be self-motived with vision on business development in public sector and high ethical standards;

(e) possess strong analytical and problem-solving abilities to perform duties of marked complexity, responsibility and a great diversity requiring considerable independent analysis and evaluation; 

(f) have good interpersonal and people management skills to work effectively with internal stakeholders at all levels and relevant external service providers; 

(g) have business acumen and demonstrated innovation capability to meet new challenges; 

(h) have a good command of both written and spoken English and Chinese; and 

(i) have strong presentation and communication skills. 

The University may fill the position at the level of Senior Finance Manager. 

Shortlisted candidates will be invited to sit for a written test. 

Remuneration and Conditions of Service 

A highly competitive remuneration package will be offered. Initial appointment will be on a fixed-term gratuity-bearing contract. Re-engagement thereafter is subject to mutual agreement. Applicants should state their current and expected salary in the application.
