NSW Department of Education

The Department of Education International (DE International) is the international unit of the NSW Department of Education. DE International manages the international student program for all NSW government schools including application, enrolment and compliance for overseas students studying in NSW government schools. DE International compliance staff work closely with schools and homestay providers to ensure students learn and live in safe and supportive environments. The unit also facilitates study tour groups to NSW government schools. Groups include students, teachers, education officials and overseas government agencies.


Position Details


Classification: Locally Engaged Staff (LES)

Salary Range: Commensurate with Experience (up to RMB 235,000 per annum before tax)

Work Location: Shanghai, China

Employment Type: Full Time


General Description

The role requires an individual who can identify and capture opportunities to develop education exports into NSW. The position will require the development and maintenance of extensive networks with companies across the education and related sectors in both NSW and China.


Main Accountabilities

1. Conduct market research across the school education and related sectors, assess and compile information, provide strategic advice to DE International seeking to develop business relationships and develop strategic alliances with Chinese education agents and government agencies

2. Constantly develop new market contacts and networks across the school education sector and be able to relate this to the objectives of facilitating NSW education exports

3. Efficiently manage changing workloads with flexibility in covering the school education industry and large numbers of clients

4. Plan, coordinate and implement a program of activities to promote NSW government schools, specific products and services and support agent events and activities across China

5. Support and monitor education agents in China to ensure compliance with the ESOS Act and National Code requirements and carry out due diligence checks for applicants seeking to register as DE International education agents and study tour operators

6. Apply DOI business practices and maintain accuracy of information in business systems to deliver accurate and timely reporting and relationship management while upholding the Code of Conduct


Key Challenges

  • Developing and maintaining effective relationships with a high number of relevant government and non-government representatives
  • Delivering against targets via a diverse range of activities with multiple stakeholders, with short or competing deadlines
  • Maintaining channels and systems to collect credible market intelligence and analysis in a fast-paced, changing economic environment


Key Selection Criteria

1. Demonstrated experience in international business and an understanding of the operation of the Australian and NSW governments

2. Thorough knowledge of both the Chinese school and NSW government education sectors and regulatory requirements for studying in NSW government schools

3. Demonstrated experience in, and understanding of, business development and project and program management, including the ability to respond within tight timelines

4. Demonstrated experience in assessing the value of market intelligence and advising internal and external stakeholders accordingly

5. High level interpersonal and communication skills with the ability to present, influence outcomes, gain commitment and negotiate including a demonstrated ability to maintain effective working relationships to ensure collaboration and communication for achievement of objectives with other staff in the in-market office and DE international work teams

6. Demonstrated experience in marketing and promotions with proven ability to identify and build in-market business and government relationships while complying with Australian and NSW legislative requirements

7. Excellent professional ethics to act in accordance with the DOI Code of Conduct, corporate policies and priorities, and in- market regulations

8. Proficiency in English and Mandarin.
