The AstraZeneca IT function is undergoing significant transformation which will address performance, perception and profile.  The IT Transformation Programme will break the default outsourcing mentality, drive greater cohesion amongst senior IT leadership, begin the simplification of what has become an overly complex function and build a world class IT organization.

High Level Function and Role Overview

The Campus IT Infrastructure China team is responsible for managing and driving improvements in IT services that directly support our workforce in China. Ensures current and future IT services are delivered effectively through proactive customer engagement and effective communication. Delivers a rapid response to critical issues, and proactively drives initiatives to ensure a robust overall IT service.

The role will lead and coordinate cross-functional, cross-departmental, cross-company teams that are responsible for all aspects of a program or projects, from initiation to closure and ensure the projects on-time, on-budget and in adherence with quality and compliance standards. The role has responsibility for both people and shapes programme solutions and acts as a liaison between the programme and business stakeholders to ensure that business requirements are effectively translated into solutions and benefits are understood. They will support the development and management of supplier contracts, and manage programme transitions to business as usual services. The role ensures that project teams adopt quality and compliance standards, policies and procedures.

This role will also work closely with the IT management team and other functions like Finance/Procurement/FM/Compliance and so on. The candidate must have leadership, project management and related soft skills to effectively and efficiently manage program, project and personnel.

The successful candidate will be able to operate independently and build strong relationships with key stakeholders, managing through competing requirements in a complex matrix environment. They will be a strong organizer with a collaborative mindset and enjoy working in a small team driving excellence across different local and global teams.

Key Accountabilities

  • Lead the program and projects to ensure the success
  • Provide coach to project team to ensure methodologies, delivery processes, and implementation management processes are followed and continuous improvement
  • Manage and drive Schedule, Risk Management, Scope Change, and Budget
  • Oversee estimates, tracking cost variance, and managing resources effectively
  • Provide clear and concise communication
  • Facilitate and manage project communications and stakeholder, client, and team expectations
  • Provide valuable contribution to solution consideration, take plans from original concept through final implementation
  • Interface with all areas affected, including end users, distributors, and vendors
  • Review deliverables and ensuring adherence to quality standards
  • Organize post project review to share the experience and demonstrate ability to develop whole project team.
  • Apply a broad knowledge of principles, practices, and procedures
  • Manage the team to ensure they collaborate effectively with all IT colleagues and partners
  • Manage service contracts with external partners
  • Work together with Campus IT lead and the team on budget and portfolio through the collaboration with Finance/Procurement and R&D/Ops/Commercial IT teams
  • Manage and develop staff in team with the emphasis on coaching and mentoring

Candidate Knowledge, Skills and Experience

Successful candidates will be required to demonstrate the following capabilities & skills:

Required:

  • Bachelor's degree or equivalent training and experience in PMO/PM role
  • Minimum 5+ years of project management experience
  • Must have business acumen and quick learning capability
  • Demonstrated experience with planning and design tools (Visio and MS Project)
  • Experience with deliverables within budget and specified timeframes while ensuring customer satisfaction
  • Proven ability to thrive in a fast-paced, dynamic environment
  • Ability to handle multiple projects and assignments
  • Ability to demonstrate critical thinking, providing options and recommendations relating to resolving issues, mitigating risks, and resolving escalated items
  • People management experience and skills
  • Must have proven management skills with the ability to mentor staff members
  • Good people skills and the ability to interact and communicate effectively across all levels of the organization
  • Good written and verbal skills, fluent English

Desired:

  • PMP/ITIL certification or equivalent
  • Experience with pharmaceutical industry is preferred
  • Ability to work well in diverse, multinational teams
  • Experience of managing change and methodologies
  • Asset management experience

Relevant expertise and experience in the following areas would be an advantage

  • Project management
  • Portfolio and budget management

  • People management

  • The role will report to the Campus IT Lead of China & HK
