Job Description

Duties 

The appointee will assist the Centre Director to coordinate research activities and functions of the Centre independently to ensure that goals and objectives specified for the Centre are accomplished in accordance with priorities, time limitations, funding limitations or other specifications. The appointee will have overall responsibility for the Centre’s projects and implementation of publicity initiatives of the Centre’s research activities. He/she will be required to: 

(a) market, promote and coordinate the Centre’s research activities for industries and individuals in order to increase the impact of the Centre’s research;

(b) prioritize and delegate work activities, supervise subordinates or other staff as assigned by the Centre Director, and oversee daily operations and coordinate activities of the Centre through assigned staff;

(c) serve as spokesperson of the Centre; serve as a key liaison with external parties, particularly in relation to their advisory and financial support of the Centre; serve as the designated “Responsible Person” of the Centre and be readily contactable by the Government;

(d) assist the Board in its activities; convene all Board meetings; organize meetings for Steering Committee and International Technical Committee;

(e) prepare annual plans and monitor its implementation; prepare budget proposals, recommendations and establish expenditure control systems in accordance with the allocated budget; recommend equipment and resources for the Centre and research projects;

(f) prepare periodic reports, financial statements and records on the Centre’s projects, progress, status or other special reports for management or outside agencies; review and deliberate various reports including Centre Progress Report;

(g) evaluate effectiveness of the Centre’s activities and develop improvement measures; devise and implement evaluation methodology; analyse results and recommend and/or take appropriate action;

(h) coordinate all research projects to fulfil the Centre’s mission; develop and schedule research in accordance with the Centre’s goals, objectives and funding limitations; ensure all aspects of projects/events are implemented and controlled according to plans;
(i) perform research work as assigned by the Centre Director; direct, monitor and participate in research activities including data collection, evaluation and analysis for research projects;

(j) design, develop and recommend new programmes, projects and activities relating to research mission of the Centre; liaise with research collaborators;

(k) prepare or assist in preparing funding proposals for new or continuous projects;

(l) promote the Centre’s contributions to the industry and the public where appropriate; prepare communication and promotional literature for distribution such as newsletters, brochures or flyers and coordinate printing and distribution;

(m) maintain direct contact with personnel of various outside organizations and different stakeholders associated with the Centre’s projects;

(n) provide assistance and information to faculty, staff and outside organizations regarding the Centre’s research and projects; maintain contact via telephone or written correspondence; and

(o) perform any other duties as assigned by the Centre Director or his delegates.
 
Qualifications 

Applicants should:

(a) have a Master’s degree or above, preferably with a doctoral degree in a field appropriate to the area of assignment;

(b) have over ten years’ managerial/project coordination experience, including at least three years of supervisory experience and with relevant administrative/project management experience;

(c) be able to work independently;

(d) be knowledgeable about organizational and supervisory practices and principles as well as budget preparation and forecasting;

(e) have good verbal and written communication skills; and

(f) have strong skills in coordination and prioritization of work and activities.

Remuneration
