Job
Reporting to the Chief Information Officer (CIO) of IT&HID, the Chief Systems Manager will assume a leadership role to formulate the overall HA IT operation service directions. The incumbent will assist CIO in leveraging IT to enhance the HA’s operational efficiency, and managing the operation and implementation of HA IT systems and the Hong Kong Government’s Electronic Health Record Sharing System in the most cost effective manner. He or she will have to contribute towards high-level IT strategy and work in collaboration with other Chief Systems Managers to help accomplish the HA’s business plans and objectives. The key roles and responsibilities of the position are as follows:
1. Formulate strategy for the IT operation service delivery including round-the-clock service desk (call centre), first-tier and second-tier application support, deployment and production control, infrastructure operation support, middle-tier and database service management and incident management.
2. Set up policies, directions and standards and resolve issues for IT operations and support.
3. Develop knowledge of industry best practice and act as process owner to monitor the service level and to drive improvements on Incident Management, Problem Management, Service Request and Change Management processes.
4. Lead and advocate the change for continuous improvement and enhancement on system availability, reliability and serviceability, and increase operational efficiency in partnership with other IT teams.
5. Liaise and coordinate with HA stakeholders including cluster management, clinical staff, cluster IT teams and other Head Office teams to ensure quality IT operation services are delivered according to HA and IT organizational needs and strategies.
6. Plan and establish dedicated support to enable co-deployment of smart hospital initiatives in clusters.
7. Lead and manage a substantial number of IT staff and build team capabilities in the delivery of quality IT services to enable a highly reliable environment in support of the operation of diversified healthcare IT systems.
8. Establish effective communication with multiple stakeholders, including IT system stakeholders from the HA, Electronic Health Record Office and related government departments regarding the operation of supported systems.
Requirements
1. Degree in Computer Science or relevant disciplines; or equivalent.
2. Over 18 years’ post qualification Information Technology (IT) related experience.
Preferred Attributes
1. At least 10 years’ post qualification experience in corporate project planning, development, implementation, support and operation of large-scale IT systems.
2. Extensive experience in strategic planning on IT system operations, supervision of substantial IT workforce in the delivery, support and maintenance of mega-projects for health care services.
3. Solid experience in establishing and implementing corporate policies and guidelines for IT project governance / operation management and change control.
4. Sound understanding of risk management and capable to formulate pragmatic measures, and conduct continuous improvement.
5. Strong leadership qualities as well as excellent communication and influencing skills.
Remarks
1. Appointment will be on contract terms for a period of 2 - 3 years. Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance.
2. Retiring / retired HA staff who wish to continue working for HA after their normal retirement may also apply. If selected, the terms and conditions of employment will be offered in accordance with prevailing policies of the Retired and Rehire Mechanism of HA.
3. May be required to work in another work location to meet service needs of the HA.
