Job Purpose:

Construction Engineer is responsible for site management of POD Plant Polyols Production Units Revamp Project and to ensure the successful completion of projects according to the project Premises in HSSE, Quality, Cost and Schedule.

Job Dimensions:

1.Manage construction contracts with values up to 50 million RMB

2.Direct Report – at least 5 Field Supervisors

3.Indirect reports > 150 contractors at peak time of field construction..

4.Supervise different discipline construction contractors like mechanical & piping, civil & structure, lifting, E&I, insulation& painting, chemical cleaning, etc.

5.Manage 5-8 different discipline construction managers of contractors.

Principal Accountabilities:

1.Provide leadership in the development of construction method statement and HSE plans, coordinate with relevant stakeholder to ensure safe and smooth execution of the construction plan.

2.Provide leadership to supervise and control the contractors to achieve the stipulated construction progress, meeting project quality standards, within budget and in full compliance to CSPC’s HSE requirements.

3.Verify accuracy of AFC drawings against site condition

4.Set up field coordination with Unit Operation and construction contractor for construction activities, work sequence and priority, and interface coordination meetings among different discipline contractors.

5.Provide strict control of field change and ensure field change procedure is in place.

6.Establish construction schedule (level 3) and have the construction contractor develop level 4 schedule and have it implemented accordingly.

7.Deliver weekly and monthly construction progress report. Endorse monthly VOWD against LE in cost and schedule.

8.Set-up construction quality plan with support from MFES, manage construction QA/QC to complete all tasks with full control on the quality.

9.Review and endorse construction Test Packages submitted by contractors prior to actual field testing.

10.Coordinate with Operation/ORCSU team/MFES/MFT during PSSR and provide support to commissioning and start-up.

11.Ensure proper closure of punch items and ensure timely completion of as-built document and archiving.

12.Assist to conduct investigation on any quality or HSE incident.

13.Assist where required, in contacts with the authorities for permit applications.

Qualifications:

1.Educational background: University degree in engineering.

2.Working Experience: Minimum 10 years of experience, preferable in project engineering and construction of brownfield oil, gas and petrochemical project

3.Familiarity with live plant operations and maintenance practices.

4.Knowledge in HSSE and PTW in petrochemical live plant.

5.Language proficiency: Able to read and write engineering document, bulk material list in English is essential 6.PC skills: Proficient in Microsoft office
