Assigned to a field construction organization in a managerial capacity for the Combined Cycle market in South East Asia. Responsible for the organization and direction of construction and related activities of a single construction project. Primary client contact for all project field activities. Responsible for all job site activities and ensures construction operations are in compliance with design and specifications, and that construction operations are completed on schedule, within budget, and to quality standards. Initially, the role will be involved in the project procurement phase of the project lifecycle. It will also undertake a review of the regional supply chain, labor market practices and document plans for the construction and indirect components of delivery. Demonstrated performance in this role is the pre-cursor to a regional Operations role.


Job Responsibilities


  • Identify and interview subcontractors to identify capability and capacity to support the project. Document findings
  • Participate in the pre-planning and bid estimate process
  • Document a proposed construction execution plan, including recommendations on the approach to indirect costs (distributable)
  • Develop a labor sourcing strategy for working in South East Asia. This may include the use of imported labor.
  • Regional mobility in South East Asia
  • Ability to communicate across the different Bechtel business lines (Infrastructure, OG&C, NS&E) to achieve the best outcome for the whole of the business
  • Coordinates all jobsite activities including actions of Bechtel, subcontractors, suppliers, clients and their representatives.
  • Responsible for total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable. Responsible for ensuring development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, Construction Execution Plan, and job-site work rules.
  • Implements Bechtel’s Zero Accident Philosophy, security, housekeeping, and fire protection on the construction site.
  • Ensures the field organization is composed of qualified and knowledgeable personnel and ensures effective personnel utilization. Ensures performance reviews are conducted on-field staff in accordance with the established schedule.
  • Establishes and implements construction schedules, methods, manning charts, and material and equipment requirements.
  • Controls Jobsite expenditures for labor equipment, material and services and ensures field operations are within the budget.


Job Qualifications:


  • Must have a bachelor’s degree along with 15 years of experience in construction industry OR in lieu of a degree must have a minimum of 21 years of relevant experience.
  • Specific knowledge in delivering Combined Cycle power projects in South East Asia and working with the Original Equipment Manufacturers (OEMs)
  • Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies, and Jobsite management.
  • Demonstrated experience in managing craft to self perform delivery as well as managing subcontractors.
  • Thorough knowledge of Bechtel’s Zero Accident Philosophy.
  • Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan, and the Bechtel Core Processes.
  • Thorough knowledge of the project Quality Policies.
  • Thorough knowledge of the project Labor-Management Plan.Thorough knowledge of the Six Sigma Program tools and methodologies.
  • First-hand experience of delivering projects in South East Asia
  • Demonstrated competency in dealing with cultural differences in-country and across the region
