Control Documentation Analyst [Grade 22]

This position is part of the First Line of Defense Internal Control Organization. As a Control Documentation Analyst, your primary responsibilities will be to assist business units in creating procedural documentation while maintaining existing documentation that ensures alignment to Corporate Compliance, Operational Risk, and Regulatory criteria. The Analyst will support various enterprise projects and will communicate at all levels of the organization providing project status to the development of Policy & Procedure. In addition, the role will assist Enterprise Risk Compliance Management with requests from Internal Audit and various regulators to support or remediate risk.

Core Duties:

Risk Assessment Data Aggregation:

  • Coordinate all data and documents related to the Annual Risk Compliance Program, specifically data aggregation inclusive to control assignments by functional area process.

  • Work collaboratively with all PayPal departments to ensure that local practices are consistent with corporate policies and standards.

  • Assists with periodic review and updating of business control frameworks to help ensure continued program effectiveness against risks and regulations.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding PayPal, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

  • Ensure that PayPal is properly aligning and evaluating risks and obligations through a risk assessment framework that assesses the potential impact of threats to the business and PayPal’s vulnerability to these threats and recommended controls to reduce risks to levels that align with the organization’s risk tolerances and appetite.

Process Documentation:

  • Author and update global documentation based on addressing risks within the business. Documents within scope: policy, process mapping with internal controls, procedure creation.

  • Assists in developing, implementing, evaluating, and updating of risk and compliance policies procedures tied to the Annual Risk and Compliance Plan.

  • Review and maintain all global procedural requests via an online tool to determine prioritization, assignment, relevance and follow-up.

  • Engage in feedback review of all documentation drafted within the Policy/Procedure Team.

  • Troubleshoot issues with content development by communicating with the requestor and SME.

  • Effectively communicate and collaborate with the business to keep them up to date on new and updated documents.

  • Lead and engage in multiple meetings with various groups, including but not limited to Risk and Compliance Officers, Risk Program leaders, Legal, Business Channels, Training, Leadership etc.

  • Serve as a champion for Documentation Framework (Policy, Procedure, Risk Assessment) to: ensure consistency, clearly articulate processes, educate others, and enforce documentation standards.

Prerequisite Skills and Knowledge:

  • Strong analytical, cross-referencing and deductive reasoning skills. Ability to problem-solve, review and analyze data, locate its source, effectively assess risk, identify root cause of issues and identify operational efficiencies. Ability to determine best course of action/make sound recommendations for correction of testing/monitoring findings

  • Monitor the legal and regulatory landscape to proactively address new information security and privacy related requirements.

  • Demonstrated thorough knowledge of PayPal services and products.

  • Self-motivated. Must be able to work in a fast-paced environment with frequent interruptions and work effectively under the pressure of deadlines.

  • Demonstrated attention to detail and knowledge of multiple functions within the Enterprise Services Organization.

  • Must display a high level of professionalism, sound judgment, commitment, integrity, teamwork, and customer service.

  • Solid communication skills, both written and verbal, and the ability to communicate with several stakeholders.

  • Knowledge of internal systems and software (Kana, Intranet, Admin Tools, Compass/Attack, APS, InfoCenter/Oracle Knowledge Database).

  • Proficiency in Microsoft Word with Intermediate skills in other Microsoft Office product suite (Outlook, Excel, Power Point, One-Note).

Required Qualifications:

  • 3+ years professional related experience; such as technical/procedural writing and/or risk management; preferably in Banking or AML/BSA functions.

  • Knowledge of Microsoft Office (Word, Excel, Visio, PowerPoint, Microsoft Project, etc.)

  • Demonstrated strong written, oral, and presentation skills to foster productive relationships with diverse staff.

Preferred Qualifications:

  • 1+ years of PayPal experience, including front/backend and PayPal product knowledge. Including detailed knowledge of specific PayPal tools such as Admin Tools, ATTACK, FOP, PET, etc.

  • Knowledge of internal control systems and practices, such as risk assessment, issue management, and control testing.

Educational Requirements:

  • BS/BA Degree or educational equivalent.
