Job Description
1. Engineering Management,
a) must be able to identify the design input/output requirements from contractual specifications and make sure the applicability of the various codes and standards.
b) Must be able to evaluate the design in respect to safety and operability
c) Must be able to evaluate the design in respect to constructability and cost effectiveness
d) Must be able to verify the design by performing alternative calculations
e) Must be able to verify that the design meets the requirements of the contract.
f) Must be familiar with the Chinese GB construction codes and JG codes as needed.
g) Must be familiar with the working practices of the local Jianli.
2. Tendering Management
a) Must be able to assist the Client on the tendering to select, design company, general contractor, other consultants, equipment suppliers and etc.
b) Determining procurement strategy and procedures.
c) Handle bid packages ( pre-qualification, invitation to bid, clarification of tenders, evaluation of tenders, bid negotiation, contract completion
d) Must be able to prepare procurement plan and bid procedures
e) Must be able to prepare specifications, bill of quantities and supporting documents for bid packages.
f) Must be able to lead client through the agreed bid procedures.
g) Assist n finalizing the contracts.
h) Must be able to follow up long lead items to ensure delivery on time.
3. Permitting Service
a) Have experience with Environmental impact assessment approval, which includes project application approval, site selection approval ,land planning approval, firefighting assessment approval, hygiene assessment approval, safety assessment approval, preliminary design approval, detail design approval, planning permit, construction permit etc. until final acceptance certificates.
b) Drafting and submitting building utility applications.
c) Have experience working with different government agencies to get preliminary design package approved and be able to assist or work with GC to get project planning permit and project construction permit.
4. Construction Management
a) Must be able to manage the GC, specialty contractors, equipment supplier
b) Must be able to manage the quality of the construction and installation work, safety and ensure the project is on time.
c) Must be knowledgeable in controlling the change order so that there is no excessive claim from GC.
d) Develop the Health, Safety and Environmental plan according to the client’s requirements and local construction regulation.
e) Have experience with Health, Safety and Environmental Protection inspections and audits.
f) Must be able to prepare the detailed time schedule based on the approved Milestone by client, and ensure client can start commercial uses at the agreed time.
g) Must be able to develop and operate a suitable quality assurance program.
h) Must be able to develop and operate a suitable design change approval procedure.
i) Must be able to develop and operate a suitable variation order approval procedure.
j) Must be able to develop and operate a suitable invoicing approval procedure, review the invoices submitted by Contractor and make recommendation to client for payment Construction budget/cost control.
k) Coordination and follow-up of the daily construction activities.
l) Monitor the construction progress against agreed time schedule.
m) Carry out site quality inspection and testing as far as necessary to ensure a reasonable quality standard.
n) Supervise interior decorator for their quality, schedule and safety of installation work.
o) Approval of all qualifications of contractors, suppliers and personnel.
p) Report to the client regularly.
q) Ensure good housekeeping by all parties at the construction site.
r) Review the testing and acceptance plan which is submitted by the contractors.
s) Managing the full testing and acceptance procedures.
t) Ensure that all necessary authority approvals and inspections necessary to achieve final occupation permit, are carried out by contractors.
u) Communication with the 3rd party Quality Control Supervision, which is required by Chinese law.
v) Conduct the project acceptance process and assist client to achieve acceptance for all buildings and systems.
w) Knowledgeable in achieving all necessary acceptances by Fire Bureau, Construction Bureau, Environmental Bureau, Planning Bureau as well as other necessary authorities.
x) Knowledgeable in archiving all management documents to client and local Filing Bureau.
