Job Description

Position Title: Sr. Cost Estimator

Location: Xingyu,Jiangxi, P. R. China

Report to: Project Controls Manager

JOB OBJECTIVES:

Establish budget baseline with complete understanding on project scope, Control project cost with tools in analytical manner, Maintain and update work database and template to align with global team.

RESPONSIBILITIES:
 

Understands concepts and work process for estimating taxes, duties and foreign currency exposure. Understands contingency concept, and typical application of contingency in each WBS. Clear Identification of Task, Estimator must be provided with the project description, ground rules and assumptions, technical and performance characteristics.

Estimator’s constraints and conditions must be clearly identified to ensure the preparation of a well-documented estimate. Broad participation in preparing estimates: All stakeholders to be involved in deciding the project need and requirements and in defining project parameters and other characteristics. Project data should be independently verified for accuracy, completeness and reliability i.e. third-party review. Availability of valid data: Numerous sources of suitable, relevant, and available data should be used. Relevant historic data should be used from similar projects estimates.

This information must be directly related to the project performance characteristics. Standardized structure for the estimate: A standard work break down structure, as detailed as possible, should be used, refining it as the estimate matures and the project becomes more defined. The work break down structure ensures that no portion of the estimate is omitted and makes it easier to make comparisons to similar projects.

Provision for uncertainties: Uncertainties should be identified, and allowance developed to cover the cost effect. Known costs should be included and unknown costs should be allowed for. Recognition of inflation: The estimator should ensure the economic changes, such as inflation, are properly and realistically reflected in the life cycle cost estimate.

Recognition of excluded costs: All associated costs with a project should be included; any excluded costs should be disclosed and given a rationale. Independent review of estimates: Conducting an independent review of an estimate is crucial to establishing confidence in the estimate; the independent reviewer should verify, modify and correct an estimate to ensure realism, completeness and consistency. Revision for estimate significant project changes: Estimates should be updated to reflect changes in a projects design requirement. Large changes that affect costs can significantly influence project decisions. Excellent on installation & turnround of Chemical mechanical, piping, electrical & instrument in Chemical plant.

Major tasks:

Understanding project scope request, and cost WBS element from project kickoff meeting Cost estimate for project from Class 5 (-20% to +100) to Class 2 (-5% to +15%), especial on MEP aspect. Develop project cost estimation breakdown and assign costs to proper categories. Subcon quotation review & evaluation during bidding stage. Break down a contractor estimate and provide a basic comparison to an internal estimate. Prepare documents and cost comparisons to support contract negotiations. Change management during project execution from evaluation to execution completion. Project cost final calculation during project close & subcontract close. Project capitalization after project close. Verify project benchmark during new project cost estimate, for cumulative project price data and updating into ALB benchmark. Works with project team to obtain, and develop reports from basic cost information. Maintains proposal database and update template timely to align with global team.

REQUIREMENTS:

Requires bachelor’s in engineering or Chemical.

10 years of project controlling experience is preferred.

Good English skill in oral and written.

Good team spirit and communication skills

Good project cost control or estimation skills MS office and MS Project skills are must.

Strong result-oriented attitude Familiar with China national chemical standard, and regional material price and estimate software:

Enger, Guangliada or Sinopect Labor Ratio etc. Good team player with other staff.
