Job Description

Main duties

Depending on the posting, the main duties of a Council Secretary include:

(a)  providing secretariat and related support services for Council meetings, including processing questions, bills, motions and amendments;

(b)  providing secretariat and related support services for meetings of committees and subcommittees of the Council, including drafting information papers and minutes of meetings;

(c)  handling complaints under the Legislative Council Redress System;

(d)  providing human resources services; and

(e)  providing secretariat and related support services for The Legislative Council Commission and its subcommittees and providing general administrative support to the Secretariat.

Entry requirements

Candidates should:

(a)  have a recognized university degree;

(b)  have at least six years' work experience in committee work, research work, complaints handling, translation, legal services, corporate services, human resources management, general administration, or other relevant areas.  Relevant experience in the HKSAR Government or public sector organizations will be a definite asset.  Applicants with less than six years' relevant experience may also be considered and, if appointed, will be offered an appropriate salary point below the minimum point of the salary scale;

(c)  have excellent command of written and spoken Chinese and English;

(d)  possess strong communication, analytical and supervisory skills; and

(e)  be mature and be able to work independently and under pressure.

The Secretariat may devise further criteria to shortlist applicants.  Shortlisted applicants may be required to attend a written test.

Remuneration

The starting salary is $58,635 per month, increasing by five annual increments to $73,775.  There is also a monthly cash allowance for the rank of Council Secretary (the current rate is $1,110 per month).  The successful candidate will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointee will be eligible for an end-of-agreement gratuity.  The gratuity, when added to the employer's contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period.  Fringe benefits include paid leave as well as medical and dental benefits.

視乎個別職位,議會秘書的主要職責包括:

(a)  為立法會會議提供秘書及支援服務,包括處理質詢、法案、議案及修正案;

(b)  為立法會各事務委員會及小組委員會提供秘書及支援服務,包括草‍擬資料文件及會議紀要;

(c)  在立法會申訴制度下處理申訴;

(d)  提供人力資源服務;及

(e)  為立法會行政管理委員會及其下的小組委員會提供秘書及支援服務,以及為秘書處提供行政支援服務。

入職條件

應徵者應:

(a)  持有認可大學學位;

(b)  最少6年委員會工作、研究工作、處理申訴、翻譯、法律服務、機‍構事務、人力資源管理、一般行政或其他相關範疇的工作經驗。曾任‍職香港特別行政區政府或公營機構而具備相關經驗者更佳。具備少於6年經驗的申請人亦會被考慮,如獲受聘,入職薪金會定於適當的薪點,並較此職位的起薪點為低;

(c)  極佳的中、英文講寫能力;

(d)  非常良好的溝通、分析及督導能力;及

(e)  處事成熟,並能獨立工作和承受工作壓力。

秘書處可制訂進一步的準則,以選出初步入選的申請人。初步入選的申‍請人或須參加筆試。

薪酬

入職薪酬為每月58,635元,並按5個按年增薪額增至73,775元,另有為議‍會秘書職級而設的每月現金津貼(現時的津貼額為每月1,110元)。成功受聘人士會按合約條款受聘,為期3年,倘完成服務期而工作表現良好,可獲續約,並會獲得一筆約滿酬金,其款額加上僱主在強制性公積金計‍劃下所作的供款,相等於合約期內所得底薪總額的15%。附帶福利包‍括有薪假期、醫療及牙科福利。
