Job Purpose Statement

The role described in this document is for the Country Chief Information Officer (CIO) who would lead and provide direction to overall Information Technology department across one of Parkway Pantai’s Countries. The CIO is to work with the Country CEO and Parkway Pantai’s Group CIO to align Information technology department to match business objectives and participate in business growth and to provide, implement and support solutions to serve various stakeholders both internal and external.

Professional / Educational Qualifications

• 
  Possess a Degree in Computer Science / Information Technology or equivalent. Masters preferred.
• Trained PMP professional would be beneficial.
• Healthcare experience is preferred. Excellent knowledge of IT systems and infrastructure. With proven experience as CIO or similar managerial role.
• Minimum 10 years’ experience in leading medium to large scale application projects and leading support teams.

Skills & Knowledge

General

• 
  Hands on IT project management for medium to major projects.

• Good interpersonal and negotiation skills.

• Good communication and leadership skill with strong initiative.

• Able to think analytically and solve problems effectively.

• Excellent command of spoken and written English.

• Positive work attitude and ability to work under pressure

• Strong problem solving and analytical skills.

• Experience in a healthcare environment will be an advantage.

EAI (Enterprise Application Integration)

• 
  Understanding of reliability, availability, security, performance, compatibility, networking, and hardware and software management concepts.

• Knowledge of common integration approaches and trends such as SOA, ESB, Web 2.0, and Federation

• Experienced in developing system plans, road maps and strategies for integrating applications.
  

Clinical/Ancillary

• 
  Understanding of common healthcare interface standards such as Health Level 7 (HL7), Integrating the Healthcare Enterprise (IHE), DICOM, FIHR, etc.

• Experience in clinical data standards such as ICD9, ICD10, CPT, SNOMED, LOINC, TOSP, and DRG.

• Knowledge of EHR/EMR, Radiology, Pharmacy, Laboratory systems

Healthcare Operations and Revenue Cycle Management (RCM)

• Sound knowledge of healthcare operations processes such as inpatient, day case, outpatient and emergency department registration

• Good knowledge of healthcare service coding and patient billing processes such as DRG, a-la carte and package billing for Inpatient, day cases and outpatient billing

• Familiar with Doctor fee reimbursement processes as well as third party payment processes and associated regulatory requirement compliances.

Enterprise Resource Planning (ERP)

• 
  Experience with financial systems such as SAP, Oracle Financials, Sun Accounting systems.

• Sound knowledge of general ledger, accounts receivable, accounts payable, fixed asset management, material management, sales and distribution concepts.

• Knowledge of ERP systems in healthcare environment.

• Knowledge of budgeting, consolidation

• Knowledge of human capital management

Business Intelligence (BI) and Analytics

• 
  Good knowledge of Business intelligence tools such as Business Objects, Hyperion technology

• Knowledge of Reporting tools

• Knowledge of Extraction, Transformation and Loading (ETL) tools

• Knowledge of cubes for aggregated information

Technical

• 
  Experience in software development and testing methodologies such as DevOps, Agile, etc.

• Experience in development and database technologies such as Visual Basic, .NET, Java, SQL Server database etc

• Experience in cyber security technologies

• Experience in technical infrastructure technologies such as Cloud, Virtualisation, computer networking
