Vital Strategies is an implementing partner for the Bloomberg Philanthropies Data for Health Initiative, which aims to enhance public health data use in low- and middle-income countries. The goal of the overall initiative is to ensure that a billion more people live in countries where data are used to steer public policy and program decisions. The Data for Health Initiative has three components. In addition to the Data Impact Program, it aims to strengthen civil registration/vital statistics systems and to introduce innovative approaches to conducting surveys on risk factors for noncommunicable diseases. The other Initiative partners are the Johns Hopkins Bloomberg School of Public Health, U.S. Centers for Disease Control and Prevention, University of Melbourne, and the World Health Organization.

The Position
Vital Strategies is seeking qualified candidates for the position of Country Coordinator, Data Impact in Shanghai. This position supports the Data Impact component of the Bloomberg Philanthropies Data for Health Initiative, which aims to enhance public health data use in low- and middle-income countries.
Vital Strategies’ Data Impact team works closely with the Shanghai Center for Disease Control and Prevention (SCDC) to provide capacity development in the domain of data use. Data Impact’s program objective is to systematically strengthen the use of data in key SCDC decisions areas. The Coordinator will report to a Vital Strategies technical country lead, based in Hong Kong.
General Responsibilities
Working closely with the Vital Strategies country lead, the Coordinator will lead the successful implementation of a program of technical assistance mutually agreed upon by the SCDC and Vital Strategies.
Technical Leadership (primary responsibility):
With Vital Strategies Country Lead, lead implementation of workplan activities, including mentoring, adaptation of curriculum and facilitation for workshops, coaching and training, guiding and performing data analysis, and producing reports and data visualizations.
Serve as Initiative’s primary point of contact to SCDC.
Other areas of work:
Planning: (with SCDC Data Impact Focal Point and Vital Strategies’ Country Lead)
- Help develop country objectives and workplan, mutually agreed upon by the Shanghai CDC Focal Point and Vital Strategies.
Project Management and Reporting:
- Monitor Initiative activities and ensure that issues are identified and reported in a timely manner.
- Provide regular feedback to Vital Strategies and the SCDC program execution & results.
- Manage and report workplan budget.
- Produce standard reports as defined by Vital Strategies and the SCDC.
Required Qualification and Experience:
· 7- 10 years of increasing experience working in a national or provincial CDC or public health system, international public health organization, or as manager of public health projects.
- Post-graduate degree in relevant field (public health, epidemiology, MD) or equivalent experience.
- Strong analytic experience.
- English language written and spoken proficiency.
- Ability to work independently and collaboratively with local partners, overseas supervisor.
- Strong organizational and verbal and written communication skills.
- Proficient user of Microsoft office suite, as well as statistical and database management software.
- Willingness and ability to travel in country and internationally.
