Position Summary
Responsible for leading the strategic and operational aspects of an integrated program area, specifically China, including: leading strategic planning; insuring a performance management capability and culture; delivering strong operating efficiency including clear roles, talent needed to achieve the strategy and effective collaboration models with PST partners; and leading country operations in partnership with Seattle operations teams to insure a legal, safe and secure operating environment for staff in the China Country Office.
The strategy work is led by the China Country Director and the China Leadership team (CLT) and the Deputy Director, Strategy Planning and Management (DDSPM) is an integral part of the team to enable strategy.
The China Country Office (CCO) DDSPM leads the Director’s learning agenda to provide research and insights as input to new areas of focus and also serves as critical advisor to the Director on strategy and organizational effectiveness.
Core Responsibilities
Key duties and responsibilities:
- Insure a cohesive CCO strategy including strategic goals and outcomes, ability to measure progress and robust bodies of work (BOWs) that include resource plans to achieve objectives at the BOW and strategy level.
- Develop and oversee the approach and tools to monitor, manage and learn from the portfolio.
- Insure an effective and efficient organizational model including organizational design, clear roles and responsibilities and a talent plan to insure success.
- Lead the CCO rhythm of the business to enable collaboration and decision-making within the CCO and between the CCO and internal program and operations partners.
- In partnership with the Seattle legal team, insure sounds processes are in place and effective to comply with China’s Foreign NGO Law.
- Maintain key internal and external relationships for success
- Recruit, develop and train strategy, planning and management staff who support the activities need to plan, execute and achieve the strategic plan and insure country operations.
- This role leads people and is responsible for communicating performance expectations, building goal alignment, integrating project and change management, giving and seeking feedback, providing mentorship, measuring progress and holding people accountable, supporting employee development, and recognizing achievement and lessons learned.
- This role is responsible for high quality interactions and clear and consistent communications with grantees and partners in the field.

- Strong technical and financial knowledge, including the ability to use financial models and effectively communicate data and results.
- Ability to navigate a wide range of operational issues including, legal, IT issues, financial, HR, facilities, etc.
- Ability to work well with a wide range of internal and external partners to incorporate new information and work towards appropriate decisions with and for the team.
- Knowledge of strategy development and implementation, design of performance management systems of goals, targets and monitoring process.
- Knowledge of portfolio design and management to create the optimal investment mix to aim to a set of outcomes.
- Ability to travel up to 30%.
Education and Experience
- 10+ years of extensive work experience with increasing levels of complexity managing projects and programs in health/development related field; familiarity with development issues in health and/or agriculture sectors highly desired.
- Master’s/MBA or equivalent advanced degree in public health, business administration, public affairs or other relevant meaningful Master’s degree.
- Please note this position is located in the foundation’s Beijing, China office.
