Job Description

Job Purpose:

The Deputy Manager (Field Personnel) is primarily responsible for providing professional HR support and advice to the International & Relief Services Department (IRSD) of HKRC, including both paid staff and volunteers mobilization to support overseas humanitarian work. The position is accountable to establish and build a cohesive approach of people management, develop systems to enable fast, effective and appropriate deployment of staff and volunteers in both emergency and development programmes according to overseas operational needs as identified by HKRC. Aside from field personnel management, he/she will assist in ensuring IRSD HR & support system in place, enabling humanitarian works.

 

Key Responsibilities:

  • Work closely with department head to develop and maintain human resources plans, policies, procedures, systems and processes for both the headquarters level and field offices (if any) of IRSD
  • Study HR policies and practices of IFRC and ICRC, as well as other Red Cross/ Red Crescent National Societies and organizations whenever relevant, and to provide timely advises to department head
  • Develop and manage an appropriate system for safety, health and psychological support; as well as providing appropriate award or handling misconduct and other forms of grievances for staff and volunteers on overseas missions
  • Ensure tailored induction and advanced level briefing, training materials and personal development options for staff and volunteers before, during and upon completion of overseas missions in IRSD
  • Recruit and assist in developing suitable candidates (staff and volunteers alike) for quick deployment and manage operational rosters and mechanisms for prompt deployment in case of emergency and non-emergency operations
  • Provide support to overseas deployments, especially for emergency operations, like visas, vaccinations, insurances, tickets, delegate kits, etc. are organized in follow through and timely manner
  • Lead a team of staff at headquarters of IRSD to provide administrative and supportive services to the departmental personnel needs when required
  • Build and maintain effective working relationships within department and with units of the IFRC and ICRC, as well as other Partner National Societies

 

Requirements:

  • University Degree Holder, preferably in Travel Management, Operations Management or related discipline
  • Professional qualification in Human Resources Management is an advantage
  • Minimum 5 years relevant experience in Relocation/mobility management or HR management, with at least 2 years supervisory or managerial experiences.  
  • Previous work or volunteer experience in a multi-cultural work environment or non-governmental organizations is a definite advantage.
  • Experience of working abroad is a definite asset
  • Excellent in both written and spoken English and Chinese (including Putonghua)
  • Good knowledge of labor legislations and guidelines in Hong Kong and Mainland China
  • Good knowledge of insurance related to health, personal accident and travel
  • Strong leadership, organization and interpersonal skills
  • Self-motivated, detail-oriented, independent, able to work in a multi-disciplinary team and under pressure

 

Contract Period: Contract until 31 March 2022 (Renewable)
