Job Description

Reporting to Executive Director (Policy), the appointee will play a key role in the development and improvement of the Mandatory Provident Fund (MPF) System and the Occupational Retirement Schemes (ORSO) System for achieving the MPFA’s mission of building a retirement savings system that is valued by Hong Kong people by spearheading reforms and enhancements to the MPF and ORSO Systems including legislative reforms for the eMPF Platform and consequential changes to the regulatory framework as a result of the launch of the eMPF Platform.

 

The Job

  • To direct the Policy Development and Research Division in formulating and executing strategies to reform and refine the MPF and the ORSO Systems for enhancing the retirement protection of Hong Kong's working population;
  • To steer the review of the MPF Schemes Ordinance and the Occupational Retirement Schemes Ordinance and the development of legislative amendment proposals relating to the operation of the MPF and ORSO schemes and reforms on the issues of retirement protection;
  • To strategize and execute multi-stakeholders policy campaigns to advocate for regulatory changes or reforms of the MPF and ORSO Systems;
  • To collaborate with other divisions to develop and implement strategies to enhance MPFA’s regulatory functions;
  • To oversee and advise on the review and development of policies with regard to the operation and administration of the MPF and ORSO schemes;
  • To direct researches and analyses on MPF-related issues and comparative retirement systems overseas to support policy development; and
  • To perform other duties as assigned by the Management.

 

The Person

  • A recognized degree with substantial experience in policy development, public administration, legal/regulatory compliance in respect of financial services sector, or research/statistical analysis with current capacity being at a senior management level leading such function(s);
  • First-hand knowledge and proven track records of policy or legislation development in large corporations or public / regulatory bodies, demonstrating ability to formulate feasible policy solutions in a multi-stakeholder environment;
  • Good understanding of Hong Kong's policy-making process, sensitive to socio-economic issues, and track record of handling relations with Government officials and engaging other stakeholders;
  • Effective and diplomatic in influencing stakeholders, able to concisely articulate complex issues for engaging different stakeholder groups, including appearing before committees of the Legislative Council to champion legislative amendments and reforms for the MPFA;
  • Excellent command of written and spoken English and Chinese and capable of delivering high quality policy reports and papers;
  • High integrity, open-minded, strategic and political savvy;
  • Outstanding in leadership and people management skills, able to command respect from peers and subordinates, and competent in driving changes, and
  • Strong sense of mission to provide public services and aspiring to develop as one of the future top leaders of the MPFA.

 

Remuneration Package

 

A competitive remuneration and benefits package including a discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered. All new appointments will be made on a three-year fixed-term contract initially prior to consideration for appointment on a non-fixed-term basis.
