Job Description

Key Responsibilities

Reporting to the Executive Director, the incumbent will assume the following:

  • Lead and oversee the work of the Regulatory Affairs Division
  • Formulate strategies and policies, and oversee the establishment and implementation of mechanisms and procedures for performing the licensing and regulatory functions of the TIA in respect of travel agents, tourist guides, tour escorts and shops that inbound tour groups are arranged to patronise under the Ordinance
  • Oversee the provision of support to the TIA in the formulation and implementation of the Ordinance and its subsidiary legislation, directives, codes of conduct, guidelines, etc. for regulating licensees, and the formulation and implementation of an administrative scheme for registering and regulating shops that inbound tour groups are arranged to patronise
  • Oversee the provision of support to the TIA in devising a penalty system to be used in disciplinary actions against licensees and its implementation; oversee the provision of support to the Disciplinary Committee and the Inquiry Committees in handling cases of suspected non-compliance involving licensees and registered shops
  • Oversee the accreditation and administration of courses and examinations in relation to licence applications and Continuing Professional Development requirements for licence renewal
  • Perform full range of managerial duties in relation to staff and resources allocated to the Division
  • Perform other duties as assigned by the Executive Director


Requirements

  • Holder of a university degree with not less than 8 years of work experience at senior management level
  • Experience in regulatory, licensing and/or disciplinary work, preferably in regulatory bodies
  • Good command of written English and Chinese and fluent in spoken English and Cantonese; proficiency in Putonghua would be an advantage
  • Experience in the travel industry would be an advantage
