Position Purpose & Summary

1. 在车间贯彻、落实、监督执行国家、地方的EHS法律法规及相关标准。
2. 保证车间所有工作符合嘉吉安全基本要求，完成公司安全目标，推动公司愿景的实现。

Principal Accountabilities

《1》30% 车间安全文化建立、体系建设与维护、合规性的维持：
1. 推动本车间安全文化的建立
1） 负责协助主任在本车间开展Focus on LIFE系列活动。
2） 协助主任建立本车间安全委员会，并定期开展活动。
3） 推动3S（See/Say/Stop）安全文化的建立和员工安全践行计划/BBS的实施。
4） 根据安全文化推广需求，设计与维护车间安全宣传栏。
2. 组织本车间的各种形式的EHS培训
1） 负责本车间（含承包商）安全培训计划的制定并组织实施，确保培训效果满足预期要求。
2） 负责组织新员工及转岗人员的车间级及班组级安全培训。
3） 负责组织对进入本车间的承包商人员进行现场培训。
4） 负责组织进行车间劳动防护用品的使用和维护的培训。
5） 负责维护和存档本车间的二三级安全培训资料，并每月交EHS部门审核。
3. 组织制订和修改本车间与EHS相关的文件和标准作业规程
1） 维护车间相关EHS体系文件和作业指导持续有效。
2） 组织EHS相关文件的车间和班组沟通。
3） 对EHS程序文件提出修改意见。
4. 组织和开展本车间安全应急演练
1） 管理车间安全设施、消防器材、应急装备。
2） 参与车间应急处置方案演练计划的制定，具体负责方案的组织与实施。
5. 根据国家EHS法律、法规、规章、法定安全生产标准等及时更新车间安全生产管理体系相关内容。
Establishment of workshop safety culture, system construction and maintenance, and maintenance of compliance:
1. Promote the establishment of workshop safety culture
1) Assist Director in Focus on LIFE series activities in this workshop.
2) Assist the Director in establishing the workshop safety committee and carry out regular activities.
3) Promote the establishment of 3S (See/Say/Stop) safety culture and the implementation of Employee Safety Practice Plan/BBS. 4) Design and maintain workshop safety propaganda boards according to the promotion needs of safety culture.
2. Organize various forms of EHS training in the workshop
1) Be responsible for the formulation and implementation of safety training plan for the workshop (including contractors) to ensure that the training effect meets the expected requirements.
2) Responsible for organizing safety training for new and transferred employees in workshop and class.
3) To organize on-site training for contractors entering the workshop.
4) Be responsible for organizing training on the use and maintenance of workshop labor protective equipment.
5) Maintain and archive the safety training materials of the second and third levels of the workshop, and submit them to EHS department for review every month.
3. Organize the formulation and revision of EHS-related documents and standard operating procedures in the workshop
1) Maintain EHS system documents and operation instructions in the workshop continuously and effectively.
2) Organize workshop and team communication of EHS related documents.
3) Propose amendments to EHS procedure documents.
4. Organize and carry out emergency drills for workshop safety
1) Manage workshop safety facilities, firefighting equipment and emergency equipment.
2) Participate in the formulation of workshop emergency disposal plan exercise plan, and be responsible for the organization and implementation of the plan.
5. Update the relevant contents of workshop safety management system in time according to EHS laws, regulations, regulations and statutory safety production standards.

《2》40% 车间安全生产管理：
1．协助主任管理车间EHS工作，接受公司EHS部门的专业指导，确保公司各项EHS要求和规定在本车间贯彻落实。
1） 协助主任制订车间EHS目标和指标的制订。
2） 与车间主任共同承担车间所属区域人员（含承包商）日常安全行为督察职责。
3） 参与车间安全绩效考核方案的制定，具体负责考核方案的实施与跟踪。
4） 协助车间主任开展员工职业健康的管理工作。
5） 协助车间主任开展环境和能源相关的管理工作。
2. 组织本车间的安全会议
1） 定期参加EHS部门组织的会议。
2） 定期组织车间安全会议，对会议记录进行存档
3. 建立并开展本车间的风险分级管控与隐患排查治理活动；
1） 配合公司EHS部门，组织本车间的安全检查和审核。
2） 与生产主管共同承担组织现场安全隐患排查的职责。具体负责隐患排查计划的制定、整改方案的确认、跟踪台账建立与更新、进度的督察和结果的确认。
3） 参与车间工艺变更方案的安全风险评估，具体负责控制措施的落实和试车前安全回顾确认。
4） 承担配合EHS部门对安全、环境及职业健康体系内外部审核的职责。
5） 承担本车间许可证及PJHA有效执行的监察职责。
6） 负责组织本车间的SIF风险评估活动。
7） 部门EHS项目的跟进,监管
4. 部门EHS报表和数据管理

1） 统计部门EHS 报表数据, 核对数据准确性。
2） 建立部门的安全报告数据库，对部门的安全绩效、安全管理趋势的问题进行分析，提供改进意见。
5. 组织各类事故的调查和分享
1） 在车间内及时分享从各种渠道了解的安全事故。
2） 组织车间RCA工作高质量的开展。
3） 参与车间SIFp以上及PSE事故调查，具体负责整改措施的跟踪与确认，并确保相关信息及时录
入Enablon系统。
4） 监督管理部门安全事故事件汇报调查流程。
6. 部门劳动保护用品台帐管理
Workshop safety management:
1. Assist the director to manage the EHS work in the workshop, accept the professional guidance from the EHS Department of the company, and ensure that the company's EHS requirements and regulations are implemented in the workshop.
1) Assist Director in formulating EHS objectives and indicators for workshop.
2) Jointly assume the responsibility of supervising the daily safety behavior of the personnel (including contractors) in the workshop area with the workshop director.
3) Participate in the formulation of the workshop safety performance appraisal plan, and be responsible for the implementation and tracking of the appraisal plan.
4) Assist workshop directors in the management of occupational health of employees.
5) Assist workshop directors in environmental and energy-related management.
2. Organization of workshop safety meetings
1) Regular participation in meetings organized by EHS departments.
2) Regular organization of workshop safety meetings and archiving of meeting minutes
3. Establish and carry out risk classification control and hidden danger investigation and management activities in the workshop; 1) Cooperate with the EHS Department of the company to organize the safety inspection and audit of the workshop.
2) Jointly undertake the responsibility of organizing on-site safety hazard investigation with the production supervisor. Specifically responsible for the formulation of hidden danger investigation plan, the confirmation of rectification plan, the establishment and update of tracking accounts, the supervision of progress and the confirmation of results.
3) Participate in the safety risk assessment of workshop process change plan, and be responsible for the implementation of control measures and safety review and confirmation before commissioning.
4) To undertake the responsibility of cooperating with EHS departments in internal and external audits of safety, environment and occupational health systems.
5) To assume the supervisory responsibility of the workshop license and the effective execution of PJHA.
6) To organize SIF risk assessment activities in the workshop.
7) Follow-up and supervision of departmental EHS projects
4. Departmental EHS reporting and data management
1) EHS report data of statistical department, check the accuracy of data.
2) Establish the department's safety report database, analyze the department's safety performance and safety management trend, and provide suggestions for improvement.
5. Organize the investigation and sharing of all kinds of accidents
1) Share safety incidents from various sources in the workshop in time.
2) Organize the high-quality development of RCA work in workshop.
3) Participate in the investigation of accidents above SIFp and PSE in workshop, be responsible for the follow-up and confirmation of corrective measures, and ensure timely recording of relevant information.
4) Investigation process of safety accident reporting by supervision and management department.

6. Account Management of Labor Protection Products in Departments
1. 参与车间工艺安全管理
1） 与PDG共同承担工艺安全管理的职责。具体负责本车间危险源的识别、评估、控制
（任务评估、危险工艺PHA）及实施。
2） 接受工厂PSRM工程师的专业指导，在车间开展一系列工艺安全管理活动。
2. 车间关键安全装置台账管理
1） 建立并及时更新车间关键安全装置台账。
2） 组织与协助相关部门完成关键安全装置的检查、维护与校验。
Workshop Process Safety and Change Management:
1. Participate in workshop process safety management
1) Jointly undertake the responsibility of process safety management with PDG. Specifically responsible for the identification, assessment and control of hazards in the workshop （Task assessment, hazard process PHA) and implementation.
2) Accept the professional guidance of PSRM engineers, and carry out a series of process safety management activities in the workshop.
2. Account Management of Key Safety Devices in Workshop
1) Establish and update the key safety device account of workshop in time.
2) Organize and assist relevant departments to complete the inspection, maintenance and verification of key safety devices.

Qualifications Education, Experience, Skills

Minimum Required Qualifications

• 本科学历
• 3年以上安全管理相关工作经验，熟悉ohsas 18001和ISO14001体系或具有ohsas 18001和ISO14001体系的管理和维护经验。
• 初级注册安全工程师资质，熟悉化工专业相关EHS法律法规。
• 能熟练应用基础计算机办公软件，会应用计算机绘图软件；具备英语读写能力。
• 具备有效的沟通能力，果敢坚毅的性格，积极向上的心态，团队至上的合作精神。

Bachelor's degree
More than 3 years safety management related work experience, familiar with OHSAS 18001 and ISO14001 system or with OHSAS 18001 and ISO14001 system management and maintenance experience.
Primary Registered Safety Engineer qualification, familiar with chemical industry related EHS laws and regulations. Skilled in basic computer office software, computer graphics software and English reading and writing skills.
Have effective communication skills, courageous and resolute personality, positive and upward attitude, team-oriented spirit of cooperation.
Preferred Qualifications

• 重点（985）本科及以上学历，安全相关专业。
• 5年以上安全管理相关工作经验，熟悉ohsas 18001和ISO14001体系或具有ohsas 18001和ISO14001体系的管理和维护经验。
• 中级注册安全工程师资质，熟悉相关EHS法律法规。
• 能熟练应用计算机办公软件，绘图软件；熟练的英语听说读写能力。
• 具备有效的沟通能力，果敢坚毅的性格，积极向上的心态，团队至上的合作精神。

Key (985) Bachelor degree or above, major in safety.
More than 5 years safety management related work experience, familiar with OHSAS 18001 and ISO14001 system or with OHSAS 18001 and ISO14001 system management and maintenance experience.
Intermediate Certified Safety Engineer qualification, familiar with relevant EHS laws and regulations.
Skilled in computer office software and drawing software; skilled in English listening, speaking, reading and writing. Have effective communication skills, courageous and resolute personality, positive and upward attitude, team-oriented spirit of cooperation.
