Job Description
PRIMARY FUNCTION: Plan, Organize, coordinate and lead process, providing technical and administrative leadership to ensure compliance with EHS regulations, local legal compliance, and corporate requirements, including Safety Items, to create a Zero incident culture. ESSENTIAL FUNCTIONS: Health and Safety: Lead and support the MESH implementation and achieve levels according with corporate requirements. Advice, manage and direct site in achieving EHS Targets & Objectives Direct development, maintenance, and achievement of goals in support of corporate and business group EHS strategic initiatives. Responsible to achieve certification on MESH and dimensions included OPA, EBE, MESH+, etc. Advice, manage, develop, and measure all aspects related with OSHA in accordance with corporate requirements. Advice, manage, develop, and accomplish all aspects related to Industrial Hygiene’s local legislation and employee safety, and implement corrective actions as required. Lead and support the implementation of Job Safety Analysis for the plant and recommend corrective actions. Maintain required safety documentation and logs, updating MESH suite to effect accurate data, assuring closure of MESH and regulatory agency findings on a timely basis. Lead and support the implementation of the EHS trainings, Based such as: in the 10 priority elements Ergonomics, First Aid, Fire extinguishing, etc. Lead and support the Employee Safety Committee (meetings and plan execution) and ERT Team. Lead and support the coordination of the Annual Evacuation Drills, self-assessment, external assessment as well as benchmarking for EHS process. Lead and support the implementation of all EBS initiative tools related to EHS. Responsible to develop in an annual basis the business continuity process, based on the Risk assessment tool (RIAT). Supervise EHS Technicians and EHS Analyst and support development plan. Develop and promote Zero Incident Safety Culture (ZISC), throughout site. Identify areas that request personal protective equipment analysis, administration, and control. Purchase assigns them and train the personnel. Develop and facilitated EHS engagement through EHS Team and committees needed to accomplish the established targets and objectives for the year including communication programs for EHS such as: meetings, posters, emails, brochures, etc. Responsible for leading Facility Risk Assessment to identify critical EHS Hazards and aspects. Responsible for creating training matrices to ensure that all EHS trainings are defined and tracked to completion. Responsible for the development of Ergonomics analysis to prevent and mitigate risk in our personnel. Lead and support third party recognition for programs that establish the site and Eaton’s EHS program as world class. Responsible for managing interfaces with the public and government authorities with adverse findings and enforcement action under EHS Corporate Approval. Performs other related duties as requested by management. Responsibilities related to Health, Safety and Environment (EHS): Attend and Performs all EHS training assigned. Promotes MESH processes and policies to his department employees. Provides all resources needed to ensure that all MESH policies and procedures all performed by all personnel under his/her supervision. Environmental: Responsible for the maintenance of the Environmental Management System (EMS). Responsible for achieving annual re- certification on ISO 14001. Monitor and assure all procedures of ISO 14001 are performed in Arecibo. Guide and direct others as needed to comply with environmental and safety regulations. Administer, request the appropriate authorization to environmental regulatory agencies related to new projects. Maintain all communications with the environmental government department. Selects fiscally and socially responsible methods and processes for managing natural resources and waste. Develop continuous improvement projects oriented to reduce energy, waste, and improve environmental conservation Responsible for the Wastewater Treatment Plant regulatory compliance. Supervise EHS supervisor and support Wastewater operator’s development plan. Support and management Plating Lines Chemical Process perform by the chemical technicians. Performs other related duties as requested by management. Physical Security: Responsible for the security video monitor system, follow up actions and appropriate MESH investigations (as needed) within the plant. Responsible for the catastrophe prevention system for the plant: fire control system, safety alarms, fire extinguished, and fire hose. Supervise Security Contractor. Responsible for implement security strategies according to Eaton requirements. Responsible for employee, visitors and contractors’ access and control throughout the plant. Managerial / Supervisory Responsibilities EHS Supervisor: Provides technical support, including data interpretation and development of corrective actions to the EHS function in areas such as MESH and WWT operations. Maintains a safe and healthy working environment for all employees and seeks to improve the environment in our local communities, while always promoting the highest levels of integrity. EHS Technicians: Provide technical support regarding EHS matters and upload metrics in MESH Suite such injuries and illnesses, environmental metrics, risk assessments, EHS actions items and other pertinent information. Security Supervisor (Contractor): Support security processes, implements policies and procedures to prevent, monitor, reduce and mitigate the physical hazards by managing loss control programs and implementation of security procedures in order to preserve the integrity of human resources and assets of the company. EHS Analyst: Provide support and maintenance to the Environmental, Health, Safety and Security (EHS) Management System (MESH), manage the process of centralized data and audit compliance MESH system (MESH Suite). Provide technical support including data interpretation and development of corrective actions to the EHS function in areas such MESH and ISO 14001. Indirect: Security Coordinator: Coordinate and maintain the rules, regulations, and policies of physical security of the company. Ensure the maintenance of a safe working environment for our employees, customers and / or contractors. Security Official: Responsible for the plant’s internal security. Provides support at maintaining safety procedures for the employee well-being. Participates at the Plant Safety Committee and is responsible to process all licensees and premises documentation. Qualifications SPECIALIZED KNOWLEDGE: Bachelor’s Degree in engineering or Natural Sciences. Preferable: Master’s in science and/or Environmental Engineering. Minimum 7 - 10 years of experience in similar positions (EHS). Fully bilingual (English/Spanish) Skilled in PC software: Microsoft Office, Access, Oracle. Full domain in the application of OSHA regulations. Knowledge: Lead Auditor of ISO14001; Preferable: MESH auditor/assessor, Certified Safety Professional (CSP), EPA Regulations, Certified Industrial Hygienist. Knowledge managing WWTP Operations experience is desirable.
