Summary: The U.S. Consulate General in Shenyang is seeking an eligible and qualified applicant for the position of Economic Specialist.
Work Schedule: Full Time (40 hours per week)
Start Date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: Performs research, analysis, verification and reporting of advanced scope and difficulty in the fields of environmental policy, science and technology, and health. Consulate’s primary LES (Locally Employed Staff) tasked with engaging the significant Korean-speaking community in Northeast China. Also the Consulate’s in-house research consultant for key ESTH (Environment, Science, Technology and Health) issues, such as air quality conditions. Often tasked with leading a team of LES from the broader Consulate mission to perform specific, short-term duties such as organizing delegations of U.S. officials to trips around the region including the Yanbian Korean Autonomous Prefecture bordering North Korea. Functions independently at high levels with limited supervision, and often speaks on behalf of the Consulate when engaging with key ESTH and other interlocutors, including local government officials.
Qualifications and Evaluations
Education: Completion of two (2) years of college or university studies is required
Requirements:
EXPERIENCE: At least Seven (7) years of progressively responsible experience in an ESTH-related field or social science research, newspaper reporting of political and economic matters, or university teaching required.
JOB KNOWLEDGE: A thorough knowledge of ESTH issues, particularly China’s environmental and economic policies.
Evaluations:
LANGUAGE: Level 4/4 (Fluent) speaking/reading/writing in English is required. (This will be tested.)
Level 4/4 (Fluent) speaking/reading/writing in Mandarin Chinese is required.
SKILLS AND ABILITIES: Must have ability to interpret and produce graphs, charts and other metric data.
Must have ability to obtain material from varied sources and prepare reports of a factual and analytic nature in a precise and accurate form.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
