Position Summary
Purpose
This job prequalification and responsibilities is for Air Products Sanfu Electrical Construction Engineer with construction safety supervision capability. This job holder will supervise and manage the field Electrical construction activities to schedule, quality and safety.
Dimensions
Involved construction value range: $3~10 MM annually
Principal Accountabilities
- Manage the field electrical construction work executing by the construction contractors during the construction period and during the commissioning/start-up period
- Take the role as the site safety manager making sure the site safety is well managed and controlled all the time. Interfacing with customer, government and Air Products parties on safety activities and communication.
- Monitor and ensure contractor's compliance to Air Products Safety Standards.
- Report to the home office construction manager or to site manager of any potential safety hazards and unsafe conditions before construction starts on a project. This "audit report" must include the plan of action to promote safety awareness and eliminate unsafe conditions.
- Monitor the work of civil contractor and make sure the quality of workmanship and materials meet contract requirements.
- Assessing and forecasting workload and skills demands on a site basis to secure the planned schedule
- Ensure that the contractor make proper arrangements for receiving, inventory, storage, and safe handling of materials and equipment purchased by Air Products Sanfu that are delivered directly to the job site.
- Review and agree to the schedules and manning levels with the contractors and review update progress during the weekly meetings.
- Report to the home office construction manager or site manager of civil construction problems such as labor shortages, strikes, equipment delivery slippages, availability of contract documents and drawings, etc., which threaten to adversely affect job cost, schedule, quality, or safety. In addition, customer complaints related to Air Products scope shall be reported in writing immediately.
- Arrange for testing and witnessing all different testing of electrical systems and maintain a log as indicated in the Construction Quality Audits, or project quality plan.
- Maintain daily records and weekly reports as required in the appropriate CEP.
- Submit on time all necessary reports to site manager.
- Keep an organized filing system in the field office.
- Ensure compliance with specifications, site conditions of existing plants, job safety analysis (JSA) safety work permits, building permits, national health and safety requirements.
- Check and approve the construction change orders (CCO) raised by contractors follow the procedures.
- Maintain a complete and up-to-date set of drawings and ensure the contractor has up-to-date quality control documents. Make sure that all documents, memos, correspondence, etc., indicate the project number and identification.
- Conduct a weekly on-site construction meeting with the assigned contractors and their subcontractors. The guidelines of the construction meeting will be in accordance with the appropriate CEP.
Recommended Skills and Experience
- Education – B. Electrical Engineering degree.
Experience – Minimum five (10) years experiences in utility or heavy industrial electrical power systems engineering company or famous international EPC company in the electrical construction field as a key man position (i.e., foreman or above). Having site support with commissioning skill is preferred.

- Basic computer skills including Word and Excel, as well as the use of electronic mail and the Internet.
- Job holder will need to learn programs such as the Lean construction, manpower data base system, CCO data base, JSA data base, as well as other programs such as Micro soft project and CAD
- Interpersonal Skill Requirements
- Able to work with minimal supervision and be self-motivated.
- To represent Air Products' best interests.
- Able to adapt to changing work processes.
- Able to handle a high workload and manage stress.
- Good English reading and speaking would be a plus.
- Other requirement
- Have an adequate standard of health and fitness (e.g., be able to climb in pipe racks, on ladders, to top of columns and cold boxes, and walk extensively in the field daily, and be able to pass a respiratory fit test if needed).
- Be able to work at heights.
- Be able to work extended hours if needed, including weekends and some holidays.
- Be in compliance with all company requirements including the drug and alcohol policy.
- Prefer to have a current valid driver license.
