Purpose of the Position:

The Employment Specialist is responsible for vocational assessments, developing FCA's, assuring participants adhere to FCA, assuring participants have support services, supporting participants on job sites, helping job seekers locate suitable job training programs and employment, helping resolve work related issues

Essential Functions:

  • Intake, Vocational Assessments, Career Counseling, Outreach Specialist, Job Developer, Liaison, Mentor, Troubleshooter
  • Observes all policies and procedures and attend all required trainings and certifications as scheduled
  • Interviews, motivates, guide, and counsels job seekers
  • Reviews the FCA and Functional Capacity Outcome (FCO) to individually and holistically provide guidance and direction to job seekers leading to employment
  • Conducts an intake interview for all referrals documenting all processes and identifying next steps for job seeker
  • Provides subject matter expertise in supportive resources and services that include Earned Income Tax Credit (EITC), Childcare Tax Credit (CTC), retention incentives, TANF disregards and activities related to Work Participation Rate (WPR)
  • Reports employment information for working participants through retention unit while assisting in obtaining employment verification
  • Observes (Health Insurance Portability and Accountability Act) HIPAA compliance in all record keeping and job seeker interaction
  • Identifies and addresses job seeker needs and barriers to employment including child care, transportation, housing, and reasonable accommodations
  • Coordinates job seeker reimbursement for transportation and other supports with the Office
  • Family Independence (OFI) Unit in accordance with policies and procedures
  • Monitors case identifiers - 2-parent and single parent status for assignment of proper TANF activities
  • Provides intake and orientation services to assist job seekers with understanding and exploring needs, strengths, interest, aptitudes, experience, capabilities, career goals and family status and work to develop a proper FCA
  • Stresses urgency and ownership of the job preparation process by guiding job seekers through a learn by doing process
  • Provides counseling, intervention and program action planning

Qualifications:

  • Knowledge of and experience in job development, human relations, employer relations
  • Experience in workforce development
  • Knowledge of rehabilitation field
  • Demonstrated history of ability to place job seekers in jobs

Requirements:

  • Bachelor's degree (preferably in public administration, humanities, social sciences or a related field)
  • 3-4 years of progressive responsibility and experience administering programmatic functions in nonprofit or government setting
