Job Purpose

To embed ethics and compliance as part of the Governance and Compliance model in China and align with the evolving GSK China business operating model. Through the successful implementation of GSK Internal Control Framework and compliance programs, this role will support Global Ethics and Compliance (GEC) strategy to ensure that the right product gets to the right patient or population in the right way.

Specifically, the Ethics & Compliance Director will:

  • Lead effective business partnering and robust risk oversight and controls for a designated Pharma business function;
  • Lead compliance operation excellence team, such as the ABAC/TPO, Values and Training to provide centralized operations support to continuously enhance effective compliance programs and promote a values based compliance culture through engagement, communication and training initiatives;
  • Lead compliance operation excellence initiatives/programs to continuously enhance the effectiveness of GSK China Pharma compliance programs
  • Support early and proactive identification and management of risks and aligning with GSK’s Risk Management process;

  • Partnering with senior business leaders of the designated business function to proactively identify, evaluate and manage risks associated with emerging business strategies and provide pragmatic options for risk mitigation and management, in accordance with GSK internal control framework and polices, in a way that enables sustainable business growth with desired ethics and compliance culture.
  • Partnering with cross-functional business leaders and compliance business partners in the team to assess the continuous improvement needs in operational excellence of compliance programs.
  • Leading the Operations team (including ABAC/TPO, values and training, disciplinary secretariat) to work cross-functionally and with compliance business partners to provide efficient and optimal operational support to ensure effective compliance program operations and continuous improvement.
  • Taking full people leadership responsibilities to drive high-performing culture and people development culture of the operations team, that is aligned with the wider China Pharma Ethics and Compliance team culture and standards.
  • Supporting the Ethics and Compliance Officer to drive and execute China and above-country compliance related initiatives.
  • Supporting the Ethics and Compliance Officer as the main contact and coordination point for independent business monitoring. Ensures independent monitoring processes are in place for key risk activities. Reviews monitoring results to determine remedial action if required and shares with management the outcome of the reviews. Tracks and reports on completion of management actions to address significant audit findings.
  • Overseeing the development, implementation, training and communication of any required policies and procedures, including alignment with the Code of Conduct and GSK and business unit policies; Ensuring adequate training programs (workshops, virtual training, etc) in place to guide people in conducting GSK business in risk areas
  • Conducting risk management workshops and other training, based on and aligned with strategies from Global Risk Officer, to facilitate the identification of significant risks, development of mitigation plans against GSK significant risks and other risks critical to China Pharma.
  • Acting as the champion for GSK Values; Partnering with the senior business leaders and business units to drive our Values Assurance strategy into the depths of the organization and increasing the values maturity of the organization through strong business partnership.
  • Providing regular reports to the Ethics and Compliance Officer of China Pharma (e.g. investigation and CAPA reports) on the performance of controls and specific issues that arise.

Basic Qualifications:

We are looking for professionals with these required skills to achieve our goals:

  • Bachelor’s degree
  • Minimum 12 years relevant experience, with at least 5 years of people leadership experience.

    Preferred experience in both Big four and Compliance functions in MNC in the Healthcare industry.
  • Change Management experience
  • Project management experience
  • Business Acumen, Leadership

Preferred Qualifications:

If you have the following characteristics, it would be a plus:

  • MBA or Advanced Degree
  • Strong capability of people management and people development skills with proven track record
  • Strong capability in cross-functional work and business partnering, matrix and stakeholder management with proven track record
  • Excellent interpersonal, and communication and presentation skills
  • Proven track record in driving continuous improvement including processes.
  • Excellent knowledge of spoken and written English and Chinese.
  • Exemplifies GSK leadership expectations
