Main Purpose and Job Scope


The director, government affairs, will lead and oversee the development, implementation and elevation of the government relations outreach strategy and agenda for the Zhejiang, Fujian and Jiangxi provinces.


The director will lead and be responsible for further strengthening our government relations with authorities at all levels in the above mentioned city and provinces, ensuring right permits and licenses for business operations, resolving issues and crisis, lobbying in local policies and regulations, and leading and coordinating local social impact initiatives. This position will contribute to Starbucks trusted and admired brand reputation and to the business growth by building strong relationships with key Government, industry and NGO stakeholders and effectively communicating Starbucks deep commitment to the market.


Serving as a key member of the China GA Leadership team, the director will report in solid line to VP, Government Affairs of Starbucks China and dotted line to regional GM, working closely with the China Leadership team, Seattle Public Affairs team and regional management team.


The position leads a team of 8+ government affairs partners.


Key Accountabilities


Responsibilities and essential job functions include but are not limited to the following:


Leadership

  • Lead the overall regional government affairs and relations strategy and implementation.
  • Manage and grow the regional government affairs team, inspire partners to achieve results and help fulfill personal goals.
  • Initiate and strengthen strategic relationships with key government agencies and officials, industry associations and other key stakeholders.
  • Role model Starbucks mission and values.
  • Set high standards for responsiveness and quality of work to drive key business outcomes.
  • Ensure completion of performance reviews for direct reports.
  • Collaborate with cross-function teams to achieve business goals.
  • Ability to translate impact of local regulations to the Starbucks business to inform and influence business decisions.


Planning and Execution

  • Business growth support in Regional region by: 1) obtaining government approval and license for all new city/new store opening; 2) ensuring valid license and permits for existing stores in the region; 3) supporting fire permit application in case of need.
  • Local public policy and regulation lobby: staying sensitive to the policy environment that affects Starbucks business in the region. Implementing Starbucks policy advocacy agenda and effectively advocates to the relevant government authorities, agencies and interlocutors. Providing insights and thought leadership on emerging policy issues and designs proactive strategies for engagement and influence.
  • Issues and crisis management: proactively engaging with the local government agencies that are related to Starbucks business to support daily store operations and work cross-functionally to handle day-to-day government inspections and key issues/crisis to protect the brand.
  • Social impact: leading Starbucks key social impact programs and community outreach initiatives in Region. Advocate supporting, encouraging and inspiring partners to contribute to Starbucks community service.
  • Project execution: active participation and implementation of Starbucks overall government affairs agenda in region.


Requirements

Business Requirements

  • Achieve new store opening and new city entry KPI with cross functional planning, resources allocation and execution.
  • Manage budgets to ensure effective spending and accountability.
  • Support local Communications team in crisis management and brand protection.
  • Advocate to support, encourage and inspire partners to contribute to Starbucks social impact initiatives and community service.


Desired Candidate Profile

  • Challenges and inspires partners to achieve business results.
  • Minimum Bachelor degree, master degree or MPA/MBA is a plus.
  • 10+ years’ experience working in a government affairs or business development position in China for an international company or organization. Working experience in government is highly desirable.
  • Proven record of success, excellent knowledge and rich experience in government affairs.
  • Strong leadership and organizational skills, excellent judgment, extreme discretion and the ability to think proactively, strategically and work collaboratively.
  • Candidate must be a self-starter with strong discipline, hardworking, and a positive and enthusiastic attitude, high ethics, and a demonstrated track record of working successfully under pressure in a time-constrained environment.
  • Resilient, hands-on leader who displays excellent problem-solving skills and the tenacity to succeed.
  • Strong capability and confidence to work cross functionally and to build relationships within and beyond the company.
  • Ability to think strategically with great business acumen.
  • Fluent in English and Chinese, both verbal and written.
