The Job

Reporting to Director (Corporate Services), the appointee will head the Finance Department and be responsible for managing the financial affairs of the Authority covering the financial control and treasury functions. The main responsibilities include:

• To oversee the financial control function, including budgeting, forecasting, financial accounting and control, and compiling periodic financial reports and management information for decision making and financial risk management, in accordance with professional accounting standards statutory and organisation’s requirements;

• To oversee the treasury function, including monitoring cash flow management and investment management, financial risk management and performance measurement with benchmarking for invested portfolios;

• To oversee the inter-company governance and financial reporting matters, including the set-up and management of group consolidations and financial reports, and to ensure appropriate accounting and governance standards are applied to consolidation and reporting process;

• To formulate investment strategies for a capital fund and a statutory compensation fund, including the setting and review of applicable investment guidelines;

• To formulate and review the organization's procurement policies and procedures, and oversee the related procedural compliance;

• To ensure the robustness of the financial and treasury systems, and formulate and implement internal control requirements and policies to ensure compliance;

• To set direction and goals for the Finance Department in fulfilment of corporate objectives; and

• To provide leadership in the process improvement and transformation of the Finance Department.

The Person

• A recognized degree in finance, accounting or equivalent;

• A qualified membership of the Hong Kong Institute of Certified Public Accountants or equivalent;

• At least 15 years of relevant working experience, of which at least 3 years should be at a comparable level, preferably gained from sizable corporations or public organizations;

• Demonstrated sense of strategic thinking plus a big-picture orientation;

• Strong leadership and coaching skills to drive team performance and transformation;

• Good command of written and spoken English and Chinese;

• Strong interpersonal and communication skills, and can deal with people effectively;

• Strong analytical and problem-solving skills, and detail-minded;

• Mature, flexible and a good team player; and

• Able to work independently and under pressure.

Remuneration Package

A competitive remuneration and benefits package including a discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered. All new appointments will be made on a two-year fixed-term contract initially prior to consideration for appointment on a non-fixed-term basis.
