Eaton’s Aerospace Group is currently seeking a Government Account Regulatory Compliance Manager to join our team. This position can be based within 50 miles of the following Eaton Aerospace Group sites – Irvine, CA; Beachwood, OH (greater Cleveland area); Jackson, MS; Los Angeles, CA; Fort Worth, TX; Jackson, MI; or Davenport, IA. The expected annual salary range for this role is $116,300 - $170,500 a year. Please note the salary information shown above is a general guideline only. Position Overview: The Government Accounting Regulatory Compliance Manager will interface with reporting segments and Aerospace and Corporate internal functions such as finance, legal, contracts, pricing, internal audit and others to provide subject matter expertise on CAS, FAR, DFAR to ensure business practices are compliant with Federal Laws and Regulations. In this function you will: Support cost accounting and compliance aspects related to new acquisitions, organizational restructuring activities, development of new business systems, changes in government regulations and corporate policies. Assist the Director of the Aerospace Government Accounting Center of Excellence (COE) with developing new strategies, engaging in risk mitigation through process improvement reviews and identification of the opportunities for automation and digitalization, continue compliance monitoring and the establishment and maintaining government accounting policies and procedures. Act as the primary liaison with DCAA, DCMA and other Governmental officials in supporting audits and negotiations. Lead the preparation of the government-required submissions, including CASB Disclosure Statements, annual Incurred Cost Submissions and cost impact analysis when applicable. Manage a direct report and ad hoc teams in all government accounting compliance aspects of supporting Aerospace Group’s reporting segments. Review accounting practices of the Aerospace HQ, reporting divisions and sites, procedures, and related internal controls to ensure the compliance with the Federal Acquisition Regulations (FAR/DFARS), US Government Cost Accounting Standards (CAS), and other Business Systems requirements. Assist Aerospace Director of Government Accounting with integration of new acquisitions, providing government accounting advisory services to teams developing new ERPs, identifying opportunities for digitalization and automation of the existing processes. Monitor new and revised regulations and other changes to government accounting principles and practices. Advise management on potential effects of new or revised policies and practices and prepare a cost impact when applicable. Update reporting segments government accounting practices to align with the updated regulatory requirements. Assist reporting segments with CAS applicability analysis for government contract awards and support the establishment and maintenance of US Government Cost Accounting Standards (CAS) Disclosure Statements and management of related administration requirements. Lead the preparation and support negotiation of forward pricing rates and incurred costs claims, as applicable. Work closely with finance and pricing staff to ensure that forward pricing rate submissions and contract proposals utilize current, accurate and complete cost or pricing data. Assist proposal teams with CAS and TINA certifications required for the government contract and subcontract proposals. Assist reporting segments with best accounting practices and methods to ensure maximum profitability and cost recovery while maintaining compliance with government regulations. Monitor and report on internal control gaps and associated corrective action plans. Interface with Government auditors on accounting matters and serve as primary point of contact for DCAA and DCMA audits and inquiry matters. Drafts and coordinates review of responses to Government requests and maintain adequate records to support Government audits and fact finding. Assist in developing and delivering training programs to assure that company personnel have the job knowledge to fulfill obligations imposed by Government/contracts accounting and business system requirements. Lead internal compliance monitoring activities of Eaton’s labor/time reporting and other processes as needed. Qualifications Required (Basic) Qualifications: Bachelor’s degree in Economics, Finance or Accounting. Minimum of seven (7) years of government accounting experience relevant in a government contracting environment within the Aerospace or Defense industry dealing with FAR, DFARS and CAS. Minimum of three (3) years of manager of people experience. Experience working with the DCAA and DCMA. Experience in developing indirect budgets, forward pricing rates, ICS proposals and CAS Disclosure Statements. Experience in developing and training employees in government contracting matters Must have knowledge of government contracts regulatory requirements including GAAP, FASB. Working knowledge of advanced accounting and ERP systems (Oracle and SAP). Advanced proficiency with Microsoft Excel. This position requires use of information or access to hardware which is subject to International Traffic in Arms Regulations (ITAR). All applicants must be US persons within the meaning of ITAR.
