Eaton’s Corporate Sector is currently seeking a Government Accounting and Compliance Manager to join our team. The preferred location of this role would be based at our Beachwood, OH location with the option of a hybrid work schedule. We are also offering remote work for candidates living more than 50 miles outside of the preferred location. Travel to Beachwood, OH will be required. Position Overview: The Government Accounting and Compliance Manager serves as Eaton's U.S. Government financial compliance subject matter expert. This role's primary responsibility is allocating corporate home office expenses to busines segments under Cost Accounting Standard 403. It is also responsible for developing and submitting Eaton's Indirect Rate Agreements, Forward Pricing Rate Proposals, and annual Incurred Cost Submissions. This role will also advise busines segments on the advanced application of accounting principles, manage relationships with external government auditors, and assist internal auditors examine financial compliance with government laws and regulations. The ideal candidate must have a very strong understanding of the cost principles within Part 31 of the Federal Acquisition Regulation and the Cost Accounting Standards ("CAS"). In this function you will: Allocate corporate home office expenses to segments based upon the beneficial or causal relationship between such expenses and receiving segments. This includes collaborating with the finance department to identify expenses for direct allocation, accumulating indirect expenses into logical homogenous pools, and allocating any remaining residual expenses to all segments. Coordinate with Eaton's business sectors and finance department to develop and submit Forward Pricing Rate Proposals. Conduct negotiations with the Defense Contract Audit Agency and Defense Contract Management Agency to establish Forward Pricing Rate Agreements. Responsible for preparing and submitting Disclosure Statements to the government's administrative contracting officer and responsible auditor that accurately describe Eaton's cost accounting practices and procedures. Ensure continued compliance with the disclosed practices and responsible for amending Disclosure Statements to address changes in accounting practices or government directed changes. Adopt and maintain compliant Cost Accounting Standard 405 accounting practices that identify all costs that are unallowable under law, regulation or contract and exclude the unallowable costs from any billing, claim, or proposal applicable to a government contract. Train key personnel to identify unallowable costs and remove the unallowable costs from any billing, claim or proposal applicable to a government contract. Maintain records and supporting documentation to demonstrate allowability and allocability of costs. Timely prepare annual Incurred Cost Submissions for approval by Eaton's controller and submission to the Defense Contract Audit Agency. Ensure supporting schedules (e.g., Indirect Cost Pools, Claimed Allocation Base, and Certificate of Indirect Costs) accurately support the Incurred Cost Submission. Responsible for leading cross-functional teams to develop and implement annual Global Contracts Compliance initiatives, and developing organizational solutions to audit trends. Determine adequacy for business sectors' accounting practices by testing and examining supporting records, assertions, and internal controls. Support Internal Audit's annual audit plan by assisting in the development of the scope of specific audits and occasionally serving as a guest auditor as needed. Qualifications Required (Basic) Qualifications: Bachelor Degree from an accredited institution required.
